    [size=45]The Kurdistan Region Council of Ministers called on the federal government in Baghdad to disburse the region's financial dues with the amounts included in the budget schedules, urging the international community to support the Kurdistan Region in obtaining its constitutional rights and financial entitlements under the constitution and signed agreements.[/size]
    [size=45]This came during his regular session, which he held under the chairmanship of Prime Minister Masrour Barzani, and in the presence of the Council's Vice President, Qubad Talabani.[/size]
    [size=45]At the beginning of the meeting, the Prime Minister, on behalf of the Council, offered his condolences, sympathy and solidarity with the families of the victims of the recent events in Kirkuk, and wished the injured a speedy recovery.[/size]
    [size=45]The Council of Ministers also strongly condemned the violence against civilians during demonstrations they organized peacefully to protest the injustice against Kurdish citizens in Kirkuk, but they were met, unfortunately, with gunfire and bloodshed. The Cabinet called on the federal government and the concerned authorities to take immediate legal measures against all those who used arms against the demonstrators and caused the death of a number of them, and to bring the perpetrators to justice so that they receive their punishment.[/size]
    [size=45]After that, the latest developments related to the implementation of the Federal Budget Law for the year 2023 were discussed, and then the members of the negotiating delegation of the Kurdistan Regional Government presented the results of their last meeting in Baghdad with the federal government delegation, regarding the rights and financial entitlements of the Kurdistan Region.[/size]
    [size=45]The President of the Council, on behalf of the Council of Ministers, expressed his thanks to the delegation of the regional government, and appreciated its efforts in defending the rights and entitlements of the Kurdistan Region in the best way and with detailed data and information based on constitutional and legal documents, while emphasizing that the regional government is making all its efforts to secure the salaries and entitlements of the region, What is regrettable and worrying is the delay in the payment of the region's salaries for two months because Baghdad did not send the salaries of the Kurdistan Region, although the region fulfilled all its obligations towards the federal government within the framework of the budget law and the constitution.[/size]
    [size=45]The Council of Ministers stressed that in exchange for the region’s obligations, the total financial dues must be paid, which according to the Iraqi budget tables for the year 2023 amount to 16 trillion and 498 billion dinars, which is equivalent, according to numbers, to one trillion and 375 billion dinars per month. However, the Iraqi Council of Ministers, during its session held on 2023 / 3/9, and outside the region’s budget and dues schedules, it decided to spend only 500 billion dinars in the form of loans for the months 9, 10, and 11, while after the month of 6, no amount was disbursed for the salaries of the 7th and 8th months. With the entry into force of the Federal Budget Law on 6/25/2023, the region will have fulfilled its obligations under the Budget Law.[/size]
    [size=45]In light of these facts, the Region's Council of Ministers calls on the Federal Council of Ministers to review its decision in a fair and equitable manner and to send the financial benefits to the region based on the numbers established in the tables of the region's share of the budget, especially to send the part allocated to the monthly salaries at a value of 906 billion dinars, so that the Kurdistan Region can Paying it to those who receive salaries in the region, just like the rest of the salary recipients throughout Iraq who receive their salaries monthly without delay, and accordingly, the salaries allocated to the region in the federal budget must be spent according to the same standards, and not be treated differently and unfairly, but rather it must be in accordance with The constitution and the principle of equality in the implementation of laws.[/size]
    [size=45]At the same time, the Council of Ministers calls on the political forces and parties in the region to unify their voice and positions in defense of the rights, powers and entitlements constitutionally guaranteed to the region. On this basis, the Council proposes holding an expanded meeting of the political forces and parties in the region to present the facts.[/size]
    [size=45]The Council of Ministers also called on the main political parties that formed the federal government to pay the region's dues as stated in the budget schedules, adhere to the ministerial curriculum and political agreements that resulted in the formation of the government, and deal with the rights and financial entitlements of the Kurdistan Region in this way.[/size]
