The Kurdistan salaries crisis and the intervention of framework parties threaten the failure of the Sudanese-Biden meeting

Baghdad/ Tamim Al-Hassan
Intentionally or unintentionally, parties in the coordination framework succeeded in reducing the level of the upcoming meeting between Prime Minister Mohamed Al-Sudani and US President Joe Biden.
In mid-August, Al-Mada revealed persistent efforts by Iraqi and Western parties to complete the expected meeting in less than two weeks in New York during the United Nations meetings.
It is likely that “internal exclusionary” policies orchestrated by arms of the “Framework” have affected the level of the meeting and transformed it from “an intense meeting to a marginal one.”
In the last six months, Baghdad has been interested in the issue of foreign relations, and playing the role of mediator between Iraq and Iran in a remarkable way.
Political parties believe that the preoccupation with reconciling Iran with the surrounding world is being carried out by certain factions linked to Tehran to restore the reputation of the Revolutionary Guard and armed groups at home.
On the other hand, there is still confusion about the position of Turkish President Recep Tayyip Erdogan, who previously promised the Foreign Minister and Iraqi parties a visit to Baghdad during the current month.
It is believed that the same reasons related to Iran and the factions are disrupting the visit due to the overlapping interests of both parties in the issue of the Kurdistan Workers’ Party, which Ankara demands as a terrorist organization.
Regarding the expectations of the Sudanese-Biden meeting, sources close to Washington confirmed in an interview with (Al-Mada) that “the level of the meeting was reduced from expanded and intensive to marginal for several reasons, including those related to the coordination framework.”
The sources who helped determine the meeting added: “What is happening is the opposite of what we aspire to.” The expanded meeting would have brought positive results to the country and would have meant American interest and support for Iraq.”
These sources attributed the decline in the level of the meeting to “weakness in the Iraqi administration to persuade Washington to hold a broad meeting, in addition to recent internal policies.”
The sources indicate that the results of the meeting with the American President may affect what happened recently in the issue of cutting salaries in the Kurdistan region.
The sources continue: “The Iraqi delegation may fail to present itself as a representative of all of Iraq due to the crisis with Kurdistan, which will make the government appear as if it represents the framework or a specific part of the framework.”
The government is preparing with a delegation headed by Mohammed Al-Sudani to attend the United Nations meetings scheduled for September 20, according to what Foreign Minister Fuad Hussein said.
The sources had previously described the achievement of the meeting between Al-Sudani and Biden as having taken place “painstakingly.”
She revealed that Washington has no demands or conditions, but rather wants to reach a clear vision from Iraq about its position on “Iran, the transfer of weapons and militants, and the smuggling of dollars.”
She said: “Baghdad, on the other hand, so far has no clear words in this direction and is using the presence of ISIS as an excuse. We fear that the opportunity to meet will be lost due to the influence of parties within the framework close to Tehran.”
These mediations also denied Washington offering invitations to the Prime Minister, and confirmed that “the opposite happened. Baghdad submitted requests for a meeting, but Washington refused.”
Sources close to Al-Ataar indicated earlier in an interview with Al-Mada that “Al-Sudani rejected 3 invitations to visit the United States.”
Iran's reconciliation with the world
On the other side of the foreign relations issue, Baghdad seems busy playing the role of mediation between the Arab world and Iran.
In the last meeting between Prime Minister Muhammad al-Sudani and Iranian journalists, he said, “Iraq is mediating between Iran and several Arab countries.”
According to Iranian media, Al-Sudani indicated that the issue is completely secret, so he will not reveal the details of this mediation and the names of the countries until results are reached.
Baghdad had helped mediate between Saudi Arabia and Iran, but in the end China hijacked the announcement of the re-normalization of relations between the two countries after years of estrangement.
On the other hand, Egypt is hesitant about Iraq’s mediation between it and Iran, while it is expected that the Sultanate of Oman will this time snatch the signature of the restoration of relations between the two countries.
The Iranian Foreign Minister, Hossein Amir Abdollahian, revealed at the end of last year that “Al-Sudani proposed, during my meeting with him on the sidelines of the Baghdad II conference in Jordan, to start talks with Egypt to strengthen relations between Tehran and Cairo.”
He said at the time: “We will continue to pursue this issue in line with Iraq’s regional role to help enhance dialogue and cooperation.”
Regarding Baghdad’s insistence on playing the role of mediator, Mithal Al-Alusi, the former MP, commented, saying, “Iran and the loyalist factions in Iraq want to convince the world that the Revolutionary Guard has benefits for the Arab regimes.”
Al-Alusi added in an interview with Al-Mada: “They want to give legitimacy to the state parties in Iraq while the country is suffering from severe internal crises.”
Al-Alusi, a former member of the Foreign Relations Committee in Parliament, considered that “there is no interest for Iraq behind these mediations, but rather an Iranian interest and an interest for the militias to give a justification for their existence.”
Al-Alusi advises Baghdad to “pay attention to resolving the internal crises and unifying the political front and the crisis with Kurdistan.”
The State Administration Coalition recently announced 6 recommendations to ease tension with the region against the backdrop of the faltering release of salaries for Kurdistan employees and the escalation of disputes in Kirkuk with the approaching local elections.
Where is Erdogan?
In another file regarding diplomatic relations, there is still conflicting news regarding an upcoming visit by Turkish President Recep Tayyip Erdogan to Baghdad.
According to some leaks, it is expected that Erdogan’s visit will be disrupted due to the interference of “Iran and factions in the issue of the Kurdistan Workers’ Party, which Ankara stipulates that the party be considered a terrorist organization in order to enter into negotiations on other outstanding issues between the two countries.”
The relationship between Iran and the factions is intertwined with the Workers’ Party, known as the PKK, as a number of the party’s members belong to the PMF and receive salaries and weapons from the group.
According to the leaks, Tehran is using the PKK file to put pressure on Baghdad and America, especially in the case of Sinjar, which has been under the party’s control for 6 years.
Turkish Foreign Minister Hakan Fidan said during his visit to Baghdad at the end of last August that Erdogan: “is determined to visit Iraq to follow up on the existing issues.”
The Undersecretary of the Iraqi Ministry of Foreign Affairs, Hisham Al-Alawi, previously stated, during Fidan’s arrival in Baghdad, that “the Turkish President will visit Iraq next month (this September).”
