The Parliamentary Investment and Development Committee stated that the legislative authority is currently focusing on approving specific laws to support the economic sector.
The head of the Parliamentary Investment and Development Committee, Ahmed Al-Kanani, stated in an interview with “Al-Sabah” that “at the current stage, the legislative authority and the committee are focusing on approving and legislating laws of an economic nature in order to advance the Iraqi economy in general, and one of the most important laws is the law (partnership between the two sectors). “Private and Public) and the (Mineral Investment) Law are under vote, and the (Industrial Investment) Law and the amendment to the (Registrar of Companies) Law are on the way to approval.”
He added, "All of these laws will contribute to attracting foreign capital, in addition to contributing to the effective development of the industrial and agricultural sector and supplying the budget with additional revenues on which the state can properly rely, so that it does not remain a rentier state solely dependent on oil."
He explained, "Despite the work on approving these laws, there are obstacles they face, namely the overlapping of powers, especially in the investment law, which is a clear law and one of the most wonderful laws in the region. When it was prepared for legislation and approved in 2015, four global international organizations specialized in the investment industry praised it," he explained. “The real problem that the law faced was that it was not applied correctly by the government side, because most of the institutions related to the law do not implement its provisions correctly, including that the Ministry of Finance did not properly hand over the lands to the National Investment Commission so that they could be announced in accordance with the law, and there is Several articles in the law are almost inactive due to the bureaucracy that it and the Investment Authority in general face.”
Al-Kinani called on “the government to take special measures regarding the investment law to remove bureaucracy as it is one of the main, basic and rentier resource laws for the purpose of implementing it correctly,” explaining that “the advantages of the investment law are that it is a real attraction for investment and has easy facilities for the investor, including granting land to the residential sector for free and granting land to the commercial sector.” For 50 years, according to the project.
