    Shafaq News/ The UN Security Council website stated that the Council will hold this afternoon, Tuesday, Baghdad time, a closed briefing and consultation session on Iraq, addressing several issues, including the budget, corruption, unemployment, economic and financial reform, and relations between the federal government and the Kurdistan Regional Government, with a focus on the security situation. . 
    The report indicated that the Special Representative and Head of the United Nations Assistance Mission for Iraq, Jeanine Hennis-Plasschaert, will provide a briefing during the Security Council session in New York on the latest developments in Iraq and the latest reports of the Secretary-General on the United Nations Assistance Mission for Iraq, in addition to the issue of missing Kuwaitis, other nationals and property. The missing Kuwaiti woman is also expected to be given a media briefing by a civil society representative.
    The report, translated by Shafaq News Agency, continued: Plasschaert will address the latest political developments in Iraq. 
    The Security Council website recalled the recent report of the Secretary-General of the United Nations on the mission of the United Nations Assistance Mission for Iraq, dated September 26, which indicates that the Iraqi Parliament approved on June 12 the federal budget law, which covers the fiscal years 2023, 2024, and 2025, where it allocates... The budget reaches a record amount of $153 billion annually and aims to enhance the priorities specified in the government program presented by Prime Minister Muhammad Shiaa Al-Sudani in October 2022, which includes combating corruption, addressing unemployment, supporting vulnerable groups and low-income people, and reforming the economic and financial sectors. And strengthening the public services sector. 
    The report also stated that the Prime Minister’s Office published on June 24 a summary of the first semi-annual report on the implementation of the government’s program, which covers the period from December 2022 to June 2023 and which includes the main achievements indicated in the report regarding the completion or rehabilitation of... Health care institutions and schools, providing services and engineering support in deprived areas, and presenting the National Education Strategy 2022-2031. He also highlighted anti-corruption initiatives, noting that ministries have been directed to resubmit major contracts for financial and legal review and ensure that employees act with integrity and that there are no affiliations to political parties. .
    The report also emphasized economic reform as a priority, including by developing the investment environment and diversifying revenues through developing the industrial and agricultural sector. 
    In addition, he addressed the government's efforts to enhance regional cooperation and development initiatives, including the launch of the "Development Road Project" that will link the Gulf region to Turkey and Europe. The government's program also included commitments to amend electoral legislation and hold elections within a year. 
    The report stated that Plasschaert may also brief the Security Council on the relations between the federal government and the Kurdistan Regional Government, recalling that on March 23, the International Chamber of Commerce ruled that exports of Kurdistan Region oil to Turkey without Baghdad’s approval constitute a violation of the 1973 pipeline agreement between the two countries. Iraq and Turkey, which prompted the latter to stop oil flows, which constitute about 0.5% of global supplies. The report continued that Baghdad and Erbil later reached a temporary agreement to resume exports, under which the Kurdistan Regional Government allows the federal government to supervise its oil revenues in exchange for a share of the newly approved federal budget. He pointed out that Turkish Energy Minister Alp Arslan Bayraktar said on October 2 that Turkey would reopen the pipeline within a week, but the pipeline remains closed until now. 
    According to the report, it is expected that the focus will be on the security situation in the Security Council session, recalling that according to the Secretary-General’s report, ISIS continued to launch attacks in the provinces of Anbar, Baghdad, Diyala, Kirkuk, Nineveh, and Salah al-Din, and a total of 178 attacks were attributed to ISIS during The first half of 2023, compared to 526 attacks during the first half of 2022. 
    The report continued that this number was the lowest reported during the six-month period since Iraq declared victory over ISIS in 2017, which means, according to the Secretary-General’s report, that there is an overall decline in attacks attributed to the organization. 
    The report also pointed out that Turkey continues to carry out periodic military operations against Kurdish targets in Iraq, which the United Nations Assistance Mission for Iraq condemned and describes as “repeatedly violating Iraqi sovereignty and must stop.” 
    According to the report, Plasschaert may inform the Security Council about the human rights and humanitarian conditions in Iraq, as the Secretary-General’s report indicates that the United Nations Assistance Mission for Iraq documented 34 incidents that resulted in at least 59 civilian casualties (including 24 cases deaths) from 1 April to 31 August, with the majority of civilian casualties caused by explosive remnants of war, followed by manufactured devices, small arms fire, and air attacks.
    The report stated that there are still about 1.15 million internally displaced people in Iraq, and that the United Nations continues to work with the government of Baghdad and the Kurdistan Region to “find durable solutions for the displaced and returnees and enhance development efforts.” However, it indicates that the lack of funding “remains a challenge and affects to respond to the remaining urgent humanitarian needs. 
    The report continued; A woman representing civil society in Iraq will present a report on civil society and women’s rights in Iraq. She will stress the importance of ensuring the full, equal and meaningful participation of women in the political process, and call for the adoption of a law to combat domestic violence. She will also call on the government to cancel the directive issued on August 8. The Iraqi Communications and Media Commission prohibits the use of the terms “gender” and “homosexuality” in media publications and radio programs. 
    The report concluded by saying, “The members of the Security Council are likely to praise the efforts of the Iraqi government during its first year in power, and welcome the relative political stability it has maintained and the progress it has achieved in developing its government’s program, including approving the budget and setting the date for local elections.” 
    However, the report indicated that some members of the Security Council may express their concern about the negative impact of the recently adopted regulations on human rights, and some of them may also condemn violations of Iraq’s sovereignty and territorial integrity in the context of the ongoing Turkish air strikes against the Kurdistan Region.
