    Kurdistan Regional Government spokesman, Peshwa Hawramani, confirmed today, Friday (October 13, 2023), that the federal government sends the salaries of the region’s employees in the form of loans.
    Hawramani said in an interview with “Baghdad Today” that, “If we reach an agreement with the federal government, the issue of salaries that are sent in the form of loans will end, and thus Baghdad sends them in the form of rights to the people of Kurdistan, just like the other provinces.”
    He added, "Employees in Kurdistan are Iraqi citizens and have the right to receive their salaries on a regular basis. We have provided all facilities to the technical delegations and audit teams in order to end the salary crisis, and we have cooperated greatly with them."
    The Kurdistan Region has received 700 billion dinars so far out of 3 similar payments, and the salaries for the month of July have been distributed, while it is hoped that the second batch will arrive before the end of the current month of October, so that the salaries for the month of August will be distributed, and it is also hoped that the salaries for the month of September will arrive at the end of the month. The month of November, so that the three payments approved by the Council of Ministers will end, while the salaries for the months of October, second and December, that is, the last three months of the current year, remain unknown.
    The Kurdistan government wants to separate the region’s employee salaries file from any other files and disputes, and make the region’s employees receive their salaries with the employees of the rest of the provinces and not count them within the budget share, based on the fact that the region delivered oil and the rest of the revenues are the same as the other provinces.
    However, Baghdad has not yet expressed its position on this proposal, while information indicates that possible amendments to the budget law for 2024 may address this issue.
    On the other hand, specialists believe that what prevents Baghdad from meeting this matter is the dues owed by the Kurdistan region for the past years, which is a complex file that cannot be settled.
    While salaries are the largest expenditure file in Iraq and in the Kurdistan region as well, observers believe that Baghdad does not want to directly withdraw the file of salaries of the region’s employees and resolve it completely, because the matter will make the Kurdistan government and parties have a stronger negotiating card, and will become uninterested in any potential problems with Baghdad in Once it is “freed” from employee salary pressure and protests.
