Ministry of Education: The budget is the reason for delaying the distribution of curricula

The Ministry of Education revealed the reason for the early delay in the process of distributing school curricula, stressing that obstruction of the budget and the arrival of financial allocations is what causes the crisis to reoccur.
Meanwhile, observers and educators explained that the problem of delayed arrival of books to pupils and students has been repeated over the past years, as the delay has continued for two months or more since the start of the school year, attributing this delay to poor planning.
The official spokesman for the Ministry of Education said in a statement exclusively to (Al-Mada), “This year the Ministry of Education faced time pressure due to the delay in the arrival of financial allocations to it, as the budget was approved in the middle of last June, in addition to its constitutional ceilings, and also Until the instructions from Finance reach the ministries, these matters caused a delay in the full printing and distribution of the curricula.”
Al-Sayed adds, “This year, the Ministry of Education contracted with the public and private sectors, and this made time accumulate regarding curricula, printing, and distributing them,” stressing that, “The Ministry will strive in subsequent years, so that there is no delay, given that the tripartite budget has been approved in advance, so “We will prepare early.”
At the beginning of a new school year, citizen Mahmoud Al-Saadi (43 years old) is required to go to Al-Mutanabbi Street in search of school curricula for his daughter, a student in the fifth grade of primary school, as he is certain that the books will not come complete.
Al-Saadi said in an interview with Al-Mada, “Most schools have begun exams in the first month of the first semester, and this is what causes most parents to go buy the curricula that their children lack from stores and markets, in addition to some of them copying books until this crisis is resolved.” Temporarily, in addition to the fact that books in the markets and libraries run out with the start of the school year and their prices rise,” noting, “The Ministry of Education remembers that it has a responsibility to print books late, and this is what makes us and our children suffer from this crisis that has lasted for many years and I do not think it will end in Years to come.”
Fadel Adel, head of the Educators Foundation for Reform and Development, confirmed in an interview with Al Mada, “The reason for delaying the early distribution of curricula is poor planning, as there is no prior planning, in addition to non-compliance with the start dates of the school year.” Noting that, “This delay is related to the issue of contracts and the pressures used by the authorities who are trying to seize printing contracts.”
Adel explains, “Planning and serious work will be a solution to this recurring crisis, as the next academic year must be prepared and prepared from now by printing books, so that the distribution of curricula begins on the first day of the academic year, or before the start of the academic year, so that it becomes an actual academic year, and that In order for there to be no shortage in the distribution of curricula that would cause the student and student to turn towards copies or old or recycled books, which makes the problem repeated every year, there must be seriousness by allocating sufficient funds for printing, in addition to that the printing must be inside Iraq and not Outside it, because the country pays the cost of its arrival there, in addition to the contractors, of course, as they must be honest, well-known, and free of suspicion.”
It is noteworthy that the Ministry of Education suffers at the beginning of each academic year from a crisis in preparing textbooks for all levels for many reasons, which negatively affected the printing process on schedule.
