    The Ministry of Construction, Housing and Public Municipalities has transferred the lands allocated for the construction of four residential cities to investment companies to begin their implementation, while the process of completing the land preparation requirements for the construction of six other residential cities is underway.

    The ministry’s official spokesman, Nabil Al-Saffar, said that his ministry, in accordance with Diwani Order No. 23836 of 2023, formed a committee to undertake the transfer of ownership of the lands allocated for the new residential cities project, noting that the ownership of these lands belongs to the ministries of agriculture and finance, but the committee is responsible for transferring them to the municipal directorates. For the purpose of expropriating them and starting to build these cities in accordance with the Land Ownership Law No. 2 of 1960.
    He stated that if the aforementioned lands contain buildings or disposal rights, it requires removing these obstacles to complete the ownership process, revealing that the committee has been able, so far, to complete the requirements for transferring ownership. Lands for four cities within Baghdad and the governorates of Babylon, Holy Karbala and Nineveh, while it is currently working to complete the land sorting requirements for six other cities with a view to announcing them soon.
    In the same context, Al-Saffar explained that the Council of Ministers instructed the governorates to coordinate between the governorates and his ministry, to proceed with the procedure of creating special municipalities for these cities, as they will be outside the basic design of the existing cities, revealing that they have so far created four new municipalities, namely Ali Al-Wardi in Baghdad, and Al-Salam in Najaf. Al-Ashraf, Al-Mutanabbi in Wasit, and the New Diwaniyah in Diwaniyah. The governorates also formed committees that included real estate registration, agricultural departments, and municipal representatives to follow up on all procedures related to the acquisition of city lands and initiate their own urban planning process.
