Today, Tuesday, the Integrity Commission announced the detection of violations and waste of public money in the former Holy Karbala Governorate Council.
The Government Media and Communications Office stated in a statement received by Mawazine News that, “The Karbala Investigation Office team, which moved to the Provincial Council, revealed legal violations committed by the previous Provincial Council, which were represented by its issuance of decisions authorizing it to collect local revenues for service fees imposed on transport vehicles depending on their size.” Indicating that the Council set an amount of (10) billion dinars from the amounts of these revenues as shares for itself and for the governorate, and disposed of them in violation of the law of governorates not organized into a region and the instructions for implementing the budget for the two years (2015-2016).
The statement added, “The team monitored the waste of (1,508,000,000) dinars of public money in registering my free property through encroachment on a property owned by the Karbala Municipality Directorate,” noting that “the Municipality Directorate has no knowledge of the encroachment on its property located on a commercial street.” ".
He pointed out that "the registration of my free property does not have any priority for the encroached upon property, but in the Municipality Directorate, violations of the instructions of the Ministry of Construction, Housing, Municipalities and Public Works were observed regarding the ownership of two properties in accordance with Article (25) of the Law on the Sale and Rent of State Funds of 2013, because they are located in a distinct place." .
He continued, “Violations were observed in the implementation of projects for maintenance and cladding contracts for three streets and a bridge, and the construction of four pedestrian bridges in various areas in the governorate center,” noting that “street maintenance and cladding were carried out before the contracts were signed and approved, and fees were paid by the implementing companies, while the Changing the locations of the pedestrian bridges, which led to the emergence of conflicts and modifications to the designs, inaccuracy of the prepared statements and designs, and consequently the deletion of paragraphs and the creation of others after signing the contract, knowing that there are annexes to the contract for the construction of the bridges that have not been signed yet.”
