Al-Sudani and Erdogan sign the strategic framework agreement

Prime Minister Muhammad Shiaa Al-Sudani and Turkish President Recep Tayyip Erdogan signed, in Baghdad yesterday, Monday, a strategic framework agreement between the two countries and 25 memorandums of understanding in various fields, most notably a quadripartite memorandum of understanding between Iraq, Turkey, Qatar and the UAE, aimed at joint cooperation on the strategic “development path” project. .
Yesterday morning, Monday, Prime Minister Muhammad Shiaa Al-Sudani received Turkish President Recep Tayyip Erdogan, who is visiting Iraq at the head of a high-level official delegation. The grounds of Baghdad International Airport witnessed an official reception for the guest president, in which the Iraqi and Turkish national anthems were played, and the honor guard was reviewed. Which represents the various types of our armed forces, and the artillery fired 21 salutes at the reception ceremony.
Presidential meeting
Following the ceremony at Baghdad International Airport, the President of the Republic, Dr. Abdul Latif Jamal Rashid, received, at Baghdad Palace, Turkish President Recep Tayyip Erdogan and his accompanying delegation.
The two sides held bilateral discussions that dealt with strengthening relations between the two countries and mechanisms for developing cooperation in various fields. The need for coordination and joint work was also stressed in order to reach satisfactory solutions to issues related to security, economy, and water, in a way that serves the aspirations of the neighboring Iraqi and Turkish peoples.
During the meeting, the two presidents stressed the importance of intensifying efforts to strengthen border security, confronting the challenges of climate and environmental change and the water crisis, and benefiting from Turkish expertise and experiences in this field.
Rashid touched on the water file and the crisis that Iraq is suffering from due to the decrease in water flows through the Tigris and Euphrates rivers and its impact on all life activities, stressing the necessity of addressing the water file and ensuring a fair share for Iraq to meet its needs, and benefiting from expertise in managing the water file and building dams, and coordination and consultation regarding Projects and facilities built on the Tigris and Euphrates rivers.
He added that Iraq is keen to complete the “Development Road” project, which will link the Gulf countries with Europe via Turkey, which will have significant economic returns and expand trade exchange.
Agreements and memorandums
In addition, Prime Minister Muhammad Shiaa Al-Sudani and Turkish President Recep Tayyip Erdogan signed the strategic framework agreement between the two countries, which is a road map towards a comprehensive economic partnership. They also sponsored the signing ceremony of a quadripartite memorandum of understanding between Iraq, Turkey, Qatar and the UAE, aiming at joint cooperation on... The memorandum was signed on the Iraqi side by the Minister of Transport, Razzaq Muhaibas, and on the Turkish side by the Minister of Transport and Infrastructure, Abdul Qadir Oraloglu, while the Qatari side was signed by the Minister of Transportation, Jassim bin Saif Al-Sulaiti, and the Emirati side, by the Minister of Energy and Infrastructure, Suhail Muhammad Al-Mazrouei, and the memorandum includes the establishment of countries Signed to establish the necessary frameworks for implementing the major international strategic project.
Al-Sudani and Erdogan also sponsored the signing ceremony of 24 memorandums of understanding and other agreements, as follows: a memorandum of framework agreement for cooperation in the field of water between Iraq and Turkey, a memorandum of understanding to form a joint economic trade committee (JETCO) between the Iraqi and Turkish ministries of trade, an agreement to encourage, protect and exchange investments, a memorandum of understanding A memorandum of understanding was signed between the Federation of Iraqi Chambers of Commerce and the Turkish Foreign Economic Relations Council for technical, scientific and economic cooperation in the field of small and medium enterprises.
The ceremony also included the signing of a memorandum of understanding in the field of military training, a memorandum of understanding on training and cooperation in the field of military health, a memorandum of understanding for strategic cooperation between the Military Industrialization Organization and the Turkish Defense Industries Secretariat, a memorandum of understanding for security cooperation, and a memorandum of understanding between the Foreign Service Institute and the Turkish Strategic Studies Institute. A memorandum of understanding was signed between the Iraqi and Turkish Foreign Ministries for cooperation in the field of youth and sports.
Also signed were: a memorandum of understanding for cooperation in the field of health and medical sciences, and the agricultural working group plan for the period 2024-2025, between the Iraqi and Turkish ministries of agriculture, a memorandum of understanding on scientific and technological research, a memorandum of understanding for cooperation in the educational field, a memorandum of understanding in the field of tourism cooperation, Memorandum of understanding in the field of employment and social security, Memorandum of understanding in the field of social and family affairs, Memorandum of understanding in the field of government documents and archives, Memorandum of understanding in the field of product security and technical barriers to trade, Memorandum of understanding in religious affairs, between the Sunni Endowment Office and the Presidency of Turkish Religious Affairs, Memorandum An understanding on cooperation in the field of judicial training for students, judges, assistants and prosecutors, a memorandum of understanding in the field of electricity, and a memorandum of understanding in the field of media and communications.
An official session
. Prime Minister Muhammad Shia al-Sudani and Turkish President Recep Tayyip Erdogan chaired the delegations of the two countries in the expanded discussions held at the government palace in Baghdad, yesterday, Monday.
The discussion session discussed the strategic framework agreement, which will represent a road map for building sustainable strategic cooperation, and emphasizing the importance of the “development path” in the economic aspect and enhancing economic integration.
The discussions witnessed discussions on developing commercial and economic relations, increasing trade and encouraging investment, at the official level through the joint economic committee between the two countries, and seeking to activate the Iraqi-Turkish Business Council, and make it a platform through which the two parties exchange their practical experiences, and participate in enhancing cooperation and developing projects in the two countries.
During the discussions, emphasis was placed on enhancing mutual security between the two countries, and not allowing the territories of the two countries to be a starting point for aggression between them.
It was also stressed that there is a real need to establish joint Iraqi-Turkish industrial institutions inside Iraq, with joint capital, and to work to facilitate procedures for granting entry visas to Iraqi citizens for the purposes of tourism, trade, investment, treatment and study.
In the cultural aspect, the two sides agreed to take steps to implement joint projects aimed at strengthening social and humanitarian relations and developing comprehensive cooperation in the field of higher education, exchange of courses, mutual recognition of universities, establishment of schools, and cultural exchange in all fields.
During the discussions, it was agreed to cooperate in the field of water, and to formulate a comprehensive participation and vision for the interests of both sides in irrigation infrastructure projects and water management, in addition to presenting joint coordination files related to agriculture, electricity, health, sports, and youth aspects.
The expanded discussions session was preceded by a bilateral meeting between Sudanese and Erdogan, which dealt with the overall relations between the two countries and ways to develop them in various sectors and files of common interest. He also discussed developments in events in the region, and stressed the importance of coordinating positions in order to stop the aggression to which the Palestinians are exposed in Gaza, and ways to prevent The spread of conflict and tensions in the region.
Joint Conference
Following the discussions, Prime Minister Muhammad Shiaa Al-Sudani and Turkish President Recep Tayyip Erdogan held a joint press conference at the government palace.
Al-Sudani said, during the conference: “Our policy depends on balance, and we have principles based on common interests and good neighbourliness,” adding, “Various agreements were signed with the Turkish side, at the water level, and agreements were also signed that would modernize irrigation systems. For a period of 10 years, the impact of this will be clearly felt, especially with regard to Iraq’s water share.”
He added, “A four-way memorandum of understanding was signed, which includes the principles of the development path,” stressing that “the development path will move the region economically,” while pointing out that “the development path is not only to shorten distances, but will become a bridge linking the peoples and cultures of the region.” “, stressing at the same time that “the path of development will support security and stability in the region.”
The Prime Minister explained that “bilateral security between the two countries was discussed,” stressing that “the security of Turkey and Iraq is one indivisible unit.”
Al-Sudani stressed: “We start from the Iraqi constitution and adhere to not allowing any force to use the land of Iraq as a launching pad for attacking the neighbourhood,” while stressing that “Jerusalem is an Islamic symbol and insulting Palestinian sanctities is unacceptable.”
For his part, Turkish President Recep Tayyip Erdogan said during the joint press conference: “Iraq is a neighboring country and we have many commonalities with it,” indicating: “We have a political will to push Iraq-Turkey relations forward.”
He added, "The memorandums that were signed represent a turning point in our relations with Iraq," explaining that "the necessary coordination will be provided to ensure the full implementation of the agreements signed with Iraq."
The Turkish President stated that “cooperation in the files of security and combating terrorism was discussed with the Prime Minister,” stressing “his country’s readiness to provide support to the Iraqi government in combating terrorism.”
He pointed out that “the volume of trade exchange between Iraq and Turkey has risen to 20 billion dollars,” adding, “We are determined to participate in the path of development to achieve commercial development.” Erdogan explained: “We established a Turkish-Iraqi committee to solve the water problem on a scientific and rational basis.”
Water file items
Meanwhile, the Prime Minister’s Media Office revealed the most prominent provisions of the Iraqi-Turkish agreement regarding the water file, which are: cooperation through joint projects to improve water management in the Tigris and Euphrates basins, inviting Turkish companies to cooperate in the infrastructure of irrigation projects such as; Water harvesting systems and dams, lining canals, installing filtration and desalination plants, and water treatment projects, implementing expertise exchange projects and using modern and packaged irrigation systems and technologies. The implementation of the agreement continues for 10 years, and is automatically extended for one year each time after the two parties agree.
Economic Forum
In parallel with Erdogan's visit, the Iraqi and Turkish sides agreed, during the joint economic forum held yesterday, Monday in Baghdad, to enhance trade and investment cooperation.
The head of the Federation of Iraqi Chambers of Commerce, Abdul Razzaq Al-Zuhairi, said during the launch of the forum with the participation of the Minister of Trade, Atheer Al-Ghurairi, and his Turkish counterpart, Omar Polat: “The visit of the Turkish president and the holding of the economic forum with Iraq represent an important qualitative event, especially with the presence of Turkish investors, and this day is busy and historic for the Iraqi and Turkish peoples, as It witnessed the signing of agreements in all sectors between the two countries, and there is a bilateral agreement to enhance trade and investment cooperation.”
He added, "The trade sector between the two countries is strong and deep, and the door is open to bilateral economic partnerships, and Iraq, for its part, has overcome all difficulties facing Turkish investors."
