Twenty-six memorandums of understanding were signed yesterday between Iraq and Turkey. All of them carry very important files and have an impact on creating crises that disturb the relationship between the two countries, and some of them have an impact that affects the entity of the Iraqi state, but the water file is the most dangerous Iraqi because it has an impact that affects the historical existence of Iraq “the country of the two rivers” and its future in light of the warnings of desertification that threaten Many countries, especially Iraq.
Therefore, the statement of the government spokesman, Mr. Ihsan Al-Awadi, in which he said that the Turkish President’s visit to Baghdad would witness a big surprise, was looking at this aspect. According to Al-Awadi, the visit would witness “the signing of a strategic agreement on the water file, and the agreement will include many points and clauses, and the Prime Minister will clarify Minister Muhammad Shiaa Al-Sudani during the joint press conference with the Turkish President detailed the agreement, and these details will bring good news and a big surprise to the Iraqi people.
Since the 1990s, Iraq (and with it Syria) has been constantly criticizing the Turks’ construction of large dams that contributed to making Iraq’s share of the two rivers’ waters become scarcer little by little, until in recent years it reached an amount that threatens Iraq’s agriculture with a halt and its citizens with thirst. While Turkey was defending these charges with other counter-charges, which are that Iraq is not managing its water and investing it properly, as waste is large, irrigation methods are primitive, and storage systems are outdated.
The Iraqi government, headed by Al-Sudani, is aware of this dilemma. While it calls for optimal sharing of water wealth and guaranteeing Iraq’s rights to its rivers, it has expressed its intention to review the way we spend and invest in water and to develop a new approach that reduces the level of waste.
If the Turkish President's visit contributes to finding a fair solution to this dilemma, then the visit will have fulfilled its promises, regardless of all other files, which are of utmost importance. On the economic side, there is the file of oil exports from the region, due to which Iraq incurs losses amounting to $14 billion annually. In addition to the security files that are troubling Türkiye as much as they are troubling Iraq.
All of these resources are important, and finding solutions for them is a major achievement, but the continued flow of water in the rivers of Mesopotamia is the most prominent issue that the eyes of Iraqis will remain focused on.
