Today, Wednesday, April 24, 2024, the Kurdistan Region Council of Ministers held its regular weekly meeting, headed by Prime Minister Masrour Barzani, and discussed a number of important files on the agenda.[/size]
[size=45]At the beginning of the meeting, the Prime Minister recalled the sacrifices of the martyrs of the Diza Castle massacre and the students of Sulaymaniyah University in 1974, and the martyrs of the shooting at a peaceful march in 1982. He stressed that the achievements achieved by the region would not have been accomplished without the blood of the martyrs that was shed, and stressed that their memory, sacrifices, and struggle It will remain forever in memory.[/size]

[size=45]In the context of his report, which he prepared in conjunction with the negotiating delegation, the Minister of Finance and Economy presented a set of mechanisms through which the obligations of the regional government with regard to non-oil revenues can be implemented, as well as how to share these revenues with the federal government, in accordance with the provisions of the Constitution, the General Budget Law, and the Law. Federal Financial Administration. This comes as an initiative by the regional government as part of its serious endeavor to address the issue of revenues and ensure that it does not become an obstacle that prevents the disbursement of financial entitlements, especially salaries.[/size]
[size=45]The Council of Ministers praised this initiative, and stressed not to leave any excuses or arguments before the Federal Ministry of Finance to use it as a pretext for the purpose of not disbursing the region’s financial salaries and entitlements. In this context, the Council of Ministers directed the Ministry of Finance and Economy and the negotiating delegation to transfer the federal public treasury’s share of non-oil revenues generated in the region to the account of the Federal Ministry of Finance, in accordance with applicable federal laws.[/size]
[size=45]Regarding the issue of localization of the region’s salaries, the Council of Ministers considered this issue important, and stressed that the Kurdistan Regional Government is not and has never been against nationalization, and the region has already begun, for a long time, the process of localizing the salaries of litigants within the framework of the (My Bank Account) project, based on what was stated in The work program of the ministerial formation, as part of an important step to strengthen the economic infrastructure, support banking activities, establish transparency in financial activities, and enable citizens to benefit from all the privileges and facilities provided by banks, as is the case in developed countries. The Council of Ministers stressed that the discussions with the federal government focus on The localization mechanism, and not the essence of the localization process itself, and therefore addressing the issue requires finding a common understanding that is in the interest of salary recipients, and ensuring that the process is completed easily and smoothly through banks approved and approved by the Central Bank. Note that these banks are undertaking resettlement in the region under the name (My Account), which is a project that has met all the conditions and requirements of the Central Bank of Iraq. As for the role of the regional government, it is limited only to facilitating the resettlement process in (My Account), while the licensed banks will undertake the implementation of the entire project, especially since some of them Participates in the process of localizing employee salaries in the rest of Iraq.[/size]
[size=45]Regarding the issue of oil export, the Kurdistan Regional Government confirms its keenness to resume the export process as soon as possible, as we agreed with the federal government on a mechanism for selling the region’s oil through the SOMO company, with the revenues being deposited in the federal public treasury, after the remaining outstanding issues are resolved. Within the framework of the recent joint agreement concluded between the two parties in January of this year, taking into account the constitutional foundations.[/size]
[size=45]In exchange for these commitments, the Council of Ministers calls on the federal government to send the region’s financial dues, including salaries, other allocations from the operational budget, allocations for investment projects, and allocations for development projects in regions and governorates, similar to the rest of Iraq and without any discrimination.[/size]
[size=45]The second paragraph of the agenda addressed a set of proposals aimed at facilitating the process of repaying citizens’ advances to specialized banks, including real estate, agricultural, residential, industrial, tourism, and marriage advances. He also presented several proposals regarding the settlement of the commercial bank loan file, the issue of the bank interest rate and the procedures for recovering those loans, in accordance with the reform law.[/size]
[size=45]After extensive discussions and deliberations regarding the proposals submitted, the Council of Ministers directed the Ministry of Finance and Economy to review these proposals, while classifying the advances according to specific criteria, with the aim of facilitating the process of repaying them for citizens, while ensuring the protection of the interests of the public treasury and preventing any waste of public money.[/size]
[size=45]In the third paragraph of the meeting, the Minister of Planning, Dara Rashid, presented a draft system (classifying contractors and placing them on the list of exclusion of participants in the Kurdistan Region).[/size]
[size=45]After discussions, the Council of Ministers unanimously approved the system that aims to classify contractors in the region according to applicable standards based on experience, competence, and technical and financial skill, and to remove unqualified contractors who do not have the ability and competence required to carry out project work, in a way that ensures the application of fairness and transparency in competition for projects. Referring projects to qualified contractors and companies, as well as excluding contractors who do not implement contractual obligations for government contracts for projects.[/size]
