Diwaniyah: Referring the “rehabilitation” of 42 neighborhoods to an “unqualified” company

The Diwaniyah Governorate Council revealed that the Spanish company that was assigned to rehabilitate 42 neighborhoods in the governorate does not have any mechanisms and is only on paper, indicating that the governorate is not a “field of experiments” for work to be assigned to such a company.
A member of the Provincial Council, Tariq Al-Barqawi, told Al-Sabah: “The Ministry of Construction, Housing, Municipalities and Public Works assigned the rehabilitation work of 42 neighborhoods in the governorate to a company that claims to be Spanish, but it does not have machinery and its name is only on paper,” noting that “the Spanish government confirmed The company does not own any site or building in the country and does not have similar businesses.”
Al-Barqawi stated that he met a while ago with the Minister of Construction, Bankin Rikani, to reconsider this company, and to assign the work to companies at the Hussein Shrine to ensure the success, accuracy of the work, and speed of completion, and they had previously completed projects in Karbala Governorate to the fullest extent, or to other companies that had proven their worth in the rest of the governorates. “However, the Minister clarified that the work cannot be withdrawn from the aforementioned company because there is a penal clause obligating the party who violates the agreement to pay 20 percent of the value of the contract amounting to 330 billion dinars.” He stressed, “The company is anonymous and does not have 6 million dinars to pay as a tax incurred on it within the country.” Iraq, and there are orders from the Baghdad Municipality to confiscate its funds due to its delay in work, and it was previously expelled from Babil Governorate, for granting a contract to rehabilitate 42 neighborhoods in Diwaniyah,” noting that “the governorate is not a field for experiments to award work to such companies,” a council member explained The governorate said, “The breach of the agreement was on the part of the company and not the government, as it is not qualified to carry out any work in Iraq and does not have mechanisms in the first place, and its name is only on paper.”
