    [ltr]Iraq faces another big crisis of displaced people, began when hostilities starting in Anbar end of the month of December of 2013, and took getting worse since then, where I saw a lot of Anbar, Nineveh and Salahuddin cities such as Fallujah, Mosul and Tikrit exodus as well as some small towns such as the Heat, which recently fell to Daash, so registered nearly 1.8 million people displaced inside the country. The Iraqi government has promised relief to these citizens through the Ministry of Displacement and Migration in addition to a special committee supervised by the Deputy Prime Minister Saleh al-Mutlaq, but the two sides Mthmtan corruption and theft of funds allocated to people who have lost their homes, and even blackmail, and this record another chapter in the poor performance of the Iraqi state.

    Against this crisis response was government employees do is doing business as usual through the suction money using a lot of ways, where provided them with displacement more opportunities to steal allocated to others who have lost their homes and are staying in camps for the displaced or with relatives and friends, or crowding in buildings of funds deserted.
