Experts: Population census shapes economic policies and directs investments

Through the general population census scheduled to be implemented next November, the government aims to develop economic policies and improve the areas of health, education, housing and services by providing a comprehensive map and accurate data on these sectors. Economic experts believe that the census contributes to directing investments to areas that need to develop infrastructure and basic services, and also provides the private sector in Iraq with accurate information on population distribution to identify potential markets and determine the workforce.
The importance of this general census comes from the fact that it is the first after the 1987 census, in which all governorates participated, followed by the 1997 census, which was conducted without the participation of the governorates of the Kurdistan Region.
Member of the Baghdad Economic Forum, Abdul Aziz Al-Hassoun, said: The population census is the most important part of any plans or programs developed by the government, as it provides it with the ability to distribute development and reconstruction activities among all cities according to entitlement.
He stressed that the population census provides real indicators for distributing development projects among the various medium and long-term horizons, according to population growth rates that are calculated according to special indicators, which usually need to be confronted and prepared in advance to provide the requirements for raising their standard of living and social status.
He pointed out that the census provides a database for the numbers of males and females and age rates to provide a clear picture regarding the requirements of age groups from childhood to old age, in addition to the work guide provided by the census, which the authorities continued to establish since 1927 and continued until 1987, in determining age groups to determine their needs for food, education, health and social growth.
As for the economic expert Saif Al-Halfi, he said: The population census is one of the basic tools used by countries to determine their human resources and distribute the population according to age, gender and geography, as the population census is vital to understanding the demographic composition of any country, especially if the country is in the process of reconstruction, such as Iraq.
He added that knowing the population size and its distribution between males, females and different age groups helps in determining the priorities of economic and social development, especially in a country rich in natural resources such as oil, gas, sulfur and phosphate, as the demographic structure can directly affect the national economy.
He pointed out that the population census provides accurate data that allows the government and economic planners to develop appropriate policies that serve the population. Here, the national economy can benefit from knowing the number of young people and adults who enter the labor market each year, and this contributes to designing economic policies for the state aimed at creating new job opportunities.
Regarding the impact of the distribution of youth groups and ages on the economy, Al-Halfi explained that Iraq has a high percentage of young people, which is known as the “demographic dividend.” This young group, if directed properly through education, training, job opportunities, and most importantly, providing and creating job opportunities, can become a lever for economic growth.
He explained that the population census provides data on the distribution of youth groups and their ages, which allows planners to know the most active age groups that can participate more in the production process. This data can also contribute to identifying economic sectors that can benefit from the young workforce, such as the technology and innovation sector.
Regarding gender distribution and its impact on the Iraqi economy, he pointed out that knowing the number of women versus men in each age group is an important factor in economic planning, as enabling women to participate in the labor market contributes to raising productivity rates and reducing the gender gap in economic participation. Data showed that women constitute a large percentage of Iraqi youth, and policies must be directed towards facilitating their involvement in various economic sectors.
He pointed out that the private sector in Iraq can greatly benefit from knowing the population distribution to identify potential markets and determine the available workforce, as companies can identify areas that contain a high percentage of trained youth, which makes it easier for these companies to employ the appropriate workforce.
