[ltr]The Council of Ministers approved, on Tuesday, on the recommendation of the Foreign Ministry to open a consulate of North Korea in Arbil, stressing the protection of the demonstrators and the need to respect the law and the protection of private and public property and proceed with reforms and the fight against corruption.[/ltr]
