    Management considers the province ofNineveh, said the transfer of powers from thefederal ministries to the provinces does not contradict with the Constitution, denying the existence of any problems between Baghdad and Nineveh. He said the provincial council ofsome ministries retreat from the transfer ofpowers contrary to the "administrative decentralization."

On
