Census is a path to digital government

Since 2006, Iraq has been moving towards e-government, and has begun to take steps to lay the foundations by holding conferences, training, logistical and technical preparation, and efforts to reduce the digital gap.
The procedures were not at the required and planned level, due to the lack of political will and the necessary governmental interest, as a result of Iraq’s preoccupation with building the political process in a security environment that did not help interact with digital activities, and give priorities to security and food, and all the experiences that passed during the previous years were weak, which embarrassed Iraq among the countries of the world, and excluded it from most indicators of sustainable development and indicators of education, health, and others, due to Iraq’s failure to keep pace with digitization, and the lack of population development statistics.
During the previous years, Iraq went through several digital experiences, including the unified card, the maximum achievement of which did not cover 94%, and the ration card was faltering due to the failure to choose efficient companies, which did not cover most of Iraq’s governorates, and researchers estimated it at less than 25% of the required number, and all other procedures related to digital services such as MasterCard cards only served certain segments, and it is information not linked to geographical location and its properties are limited, which means the service is limited.
Today, at the Ministry of Planning, we are ahead of all ministries and procedures to record the first pioneering experience at the level of Iraq for the World Gateway through the first digital census project in Iraq, with digital transformation rates at a rate of more than 99%, which exceeds most digital transformation rates at the level of Iraq and Arab countries.
The year 2024 refused to leave before writing the achievement, coupled with the name of the Prime Minister, Eng. Mohammed Shia Al-Sudani, and with the support of His Excellency the Minister of Planning, Dr. Mohammed Ali Tamim, with a huge project towards achieving a demographic geographic database, coupled with the family, the individual and characteristics in a high-precision digital form, to record an international achievement, with the testimony of the United Nations and its support for the ministry. Thus, Iraq has the right to be proud that the achievement is a global digital one and unique at the regional level. Every Iraqi family now has a digital geographic location in the digital world, and the repercussions and results of the population census will be reliable in the world, and one of the most important indicators of spatial development.
