    At the outset of his speech, the Iraqi Communist Party secretary stressed that " the amount of laid elections and laws important in democratic systems, noting that the electoral systems or election laws is not just an administrative or regulatory laws strictly, but characterized as directly impact in the political life of the country, particularly with regard to the process of distribution and transmission of power. "

    He said the legal expert that "mixed system the way in the elections from which to choose the top winners regardless of their list and that 's good because the candidate will climb its votes, which the best in the current period for the country as a solution. "

" 
    The MP pointed out: "If we want to sound judgment and is based on the freedom of people and their choice must be the most critical word , and this does not mean that 's remove the right of any group or sect, on the contrary , must change acceptable format for each."

    Hanaa Edwar She concluded her speech by saying , "I am with the system if the circuits on the basis of the province because of this system may include the advent of well - known national figures and elements of a sense of patriotism."
