    He pointed to " the need to specify the target of the title and hired journalists to focus it by following the rules of writing the address, which is to focus on the event, through the use of active reaction at the beginning of the address, and then comes to supplement the actual sentence, while the second - Qaeda are focusing on personal event which may be an important figure in the community , or may be a ministry or the city .. etc., the last rule is to focus on the background of the event usually contain circumstance place and circumstance of time and usually are among neighbor and tugged. " 
    And Dr al - Rubaie , a blueprint followed by the world 's major newspapers in the writing, which consists of three stages . The first stage is the initial wording of the news and conducted by the editor and his assistant, and the second stage is the initial review of the news, while the third phase is determining the size and type of the title, and this stage is the responsibility of editorial Board, not one person, followed by the drafting formulate Title body. And the importance of the title came from the importance of his position, so the headline is going through two stages for major newspapers. 
    He pointed at the end of the seminar that "local newspapers lacks standard titles by 50% through a study conducted by a sample of newspapers."
