Member of Parliamentary Economy of the National Approach Mazen Al-Faili confirmed today, Tuesday, that licensing tour companies drain the country's wealth and give their employees fantastic salaries.
Al-Faili said, in a press statement, "It is unfolding day after day, and according to the reports and information that we have, what the oil licensing tour companies are doing in terms of draining the country's wealth and exaggerating the burden of large and unjustified expenses for the country.
1- The financial control report included a table for the year 2015 showing that the employees of the Basra Oil Company constitute 83% of the workforce in the Rumaila Operating Organization, and their salaries amount to (18%) of the total salaries paid, while the number of contract employees with the two foreign companies is (14% ) of the workforce in the Rumaila Operating Organization, and their salaries constitute (52%) of the total salaries paid during that period.
2- The wages owed to the Oman Health Insurance Company (UAE nationality) amounted to 264,000 dollars during the month of March/2015, and the Oversight Bureau was not able to address the Iraqi insurance companies to refer the contract to them.
3- The Office of Financial Supervision monitored the high cost of monthly car rental compared to local prices. Examples include renting an armored minibus at $500 per day, renting an armored vehicle in Salvador at $450 per day, and renting a forklift at $150 per day.
4- The total expenditure on a paragraph related to the security elements contracted with by foreign companies amounted to (176) thousand dollars, at a rate of (2850) dollars per person per day!!
5- The expenses of the Rumaila support team amounted to (109) million dollars for the year 2014, which represent salaries and office costs for the administrative services of British offices.
6- A Jordanian company for air freight services was contracted for an amount of (19) million dollars for a period of one year by the single offer method, and the contract was renewed by the Director of the Procurement Department for more than a year and in violation of his specified validity.
7- Some foreign companies have opened offices outside Iraq in Dubai, and the operating costs of it from (2010) to (2017), amounting to approximately (80) million dollars, were included within the recovered petroleum costs paid by the Iraqi state to foreign companies.
8- The same report mentions that foreign companies have contracted with private protection companies, knowing that the contract provides for the provision of appropriate guarding through the Iraqi armed forces within the contract area. .
The Office of Financial Supervision described the answer of the Zubair Oil Field Operating Authority to this issue as an answer that lacks legal support.
9- Expenses belonging to the South Oil Company, which were disbursed by the contractor, were charged at a rate of (1%) as administrative charges, bearing in mind that the amount imposed on them is approximately (100) million dollars.
10- The Zubair Field Operating Authority did not provide the Oversight Bureau with the details of the salaries paid to the operator's workers, and it mentions the total amount without mentioning the salary details, which makes verifying the validity of the salaries paid by the operator to its workers difficult and impossible.
11- The amounts owed to Reed for Security Services amounted to (204) thousand dollars during the month of August 2015.
