    The Chairman of the Federal Integrity Commission, Judge Haider Hanoun, stressed today, Thursday (September 26, 2024), the importance of benefiting from China's experience in enhancing integrity and fighting corruption, exchanging expertise and developing capabilities, and the need to support the Chinese Integrity Committee in efforts to combat corruption and recover wanted persons and smuggled assets.
    During his meeting with the Vice President of the People's Court, the Minister of Justice and the Director of Interpol from China, according to a statement by the Commission, Hanoun stressed "the need for concerted international efforts to stop the movement of corruption that had a negative impact in disrupting or harming the economy," indicating that "the Commission is working hard to protect investment and the economy from the corrupt and extortionists, and is in continuous communication with the ambassadors of the investing countries inside Iraq, which gave a push forward to the wheel of the economy after reassuring them of providing a sound environment that attracts investment," noting "the cooperation between the Commission and the government after the latter placed combating corruption at the top of its priorities."
    He renewed his call, which he launched at the Conference of the States Parties to the United Nations Convention against Corruption, "to establish an international court specializing in recovering stolen funds," noting "the cooperation of the three authorities with the oversight agencies in their war against corruption, especially the cooperation of the Iraqi judiciary, which is working strongly and supporting efforts to combat this dangerous scourge and prosecute its perpetrators," stressing that "Iraq needs advanced Chinese expertise, especially in the field of artificial intelligence and techniques for uncovering malicious accusations."
    He called for "benefiting from the Chinese economic experience after the great and successful stages of development it has gone through," noting "the Silk Road and its strategic importance to the Chinese economy and the economies of the countries it passes through, and its connection between the East and the West with the largest network of transportation, communications and industry, and the call for twinning with the development path, reviewing the draft memoranda of understanding that the Authority intends to conclude with the Chinese Oversight Committee and Ministry of Justice," praising "the position of the Republic of China in international forums, especially in the last conference of the States Parties to the United Nations Convention against Corruption and its support for Iraq in it."
    He added, "We are fully convinced that our successes in international cooperation are through cooperation with China, as we count on the Chinese Interpol to support us in retrieving the accused, especially since the two countries support the Silver Notice," noting "the high coordination between the Iraqi Integrity and Interpol with the International Interpol, which resulted in the conference scheduled to be held in the coming days, in which the Chinese Interpol will be the first invited to participate," noting that "Iraq's efforts and the response of some countries in this field resulted in achieving great successes, as (18) accused were repatriated within one year." 
    For his part, Vice President of the People's Court of China, Shen Liang, during the meeting, referred to "the close relationship between China and Iraq and his desire to exchange experiences at all levels, especially at the judicial level," stressing that "his court is making efforts and doing things to make citizens feel justice," noting that "the Republic of China faces the same problems that the Republic of Iraq suffers from with regard to obstacles to recovering funds and the accused."
    Chinese Justice Minister He Rang praised the "principle of the rule of justice project launched by the head of the authority," explaining that he "is interested, like him, in the pillars of justice and law, and seeks to establish regulations and legislate laws that combat corruption," indicating "the similarity in the functions of the two institutions, especially in the field of preventing corruption, education, law enforcement, and pursuing fugitive corrupt individuals," expressing "his happiness to cooperate and coordinate with the authority and his readiness to train its staff in the field of digital transformation."
    The Director of the Chinese Interpol, Wang Yunke, also noted "the visions and proposals presented by Judge Hanoun, which he described as excellent opinions that left an impression and influence on him, especially with regard to the principle of the rule of justice and the negative social effects of corruption, and its causing of poverty and the decline in health and educational levels," expressing "the readiness of the Chinese Interpol to provide assistance to the oversight agencies in Iraq, and to work together to recover funds and the accused, especially with regard to freezing funds," noting that "corruption is a global phenomenon that China suffers from, which was able, through its efforts, to arrest nearly ten thousand accused of economic crimes and recover them from (120) countries."
    Chairman of the Integrity Committee of the Chinese National People's Congress Yang Xiaogao stressed the need for concerted international efforts to combat corruption, expressing cooperation with the Iraqi side, especially with regard to developing the integrity system, reforming laws that address the scourge of corruption, and recovering funds, noting that the most prominent mechanisms for curbing corruption are to continue developing the oversight system, imposing strict penalties on the corrupt, and educating employees and developing their expertise, noting that building an integrity and justice system contributes to creating an attractive market environment and achieving sustainable development.
