    [rtl]The Ministry of Construction and Housing is   one of several entities implementing reconstruction and housing plans in Iraq. It has set an ambitious plan and a timeframe for its completion by 2030, to contribute to addressing the housing problem, the solution of which requires the completion of at least three million housing units.[/rtl]
    [rtl]The media spokesman for the Ministry, Nabil Al-Saffar, said, "There are only five housing projects that have been completed out of 49 projects launched during the past years in various Iraqi governorates."[/rtl]
    [rtl]Regarding the stalled projects, Al-Saffar confirmed that “cooperation is taking place with the governorates by referring them for investment or returning the companies that were implementing them to work on them again, even if they provide a small portion of the housing units, which may alleviate the crisis,” noting that “some projects had been stalled due to the circumstances that Iraq went through, especially in the governorates that suffered from terrorism.”[/rtl]
    [rtl]In June 2023, Prime Minister Mohammed Shia al-Sudani approved announcing investment opportunities to build new residential cities, namely “Al-Jawahiri” city in the Abu Ghraib area in the capital, Baghdad, “Dhafaf Karbala” in Karbala Governorate, “New Fallujah” in Anbar Governorate, “Al-Janain” in Babil Governorate, and “Al-Ghazlani” in Nineveh Governorate.[/rtl]
    [rtl]Al-Saffar confirmed that "the implementation of these cities will be in stages," noting that "the implementation of five cities has begun as a first generation, and this will provide us with approximately 220,000 housing units, and the second generation will include six cities, and will provide us with approximately 100 housing units as a first stage."[/rtl]
    [rtl]He explained that "the number is much larger than these figures, but these 11 cities have been studied and planned in full for implementation in the short term," noting that "in the long term, it is expected that the residential cities that have been included in the government program, which number 15 cities, will provide between 750 thousand and one million housing units over the next ten years."[/rtl]
    [rtl]According to Al-Saffar, the state-supported housing projects target various social segments, most of whom are low-income and poor people who cannot afford to buy housing units due to the high cost and difficult lending conditions in Iraq.[/rtl]
    [rtl]These categories include “social welfare recipients and families of martyrs in a number of ministries, in addition to widows,” noting that “the government decided to add a segment of non-employee youth during a meeting held on Tuesday, and in this context a percentage of housing units in new cities will be allocated.”[/rtl]
    [rtl]He stressed that "identifying the beneficiaries from all these groups will be done in cooperation with the relevant authorities, such as the Ministry of Labor, the Ministry of Defense, the Ministry of Interior, and the Ministry of Migration and Displacement, and later the units will be distributed among them in specific proportions."[/rtl]
