    Today, Friday, the Ministry of Labor and Social Affairs revealed that all projects are obligated to implement a work rate of more than 50% for Iraqis and the remainder for foreign workers, at a time when security institutions are facing difficulties in controlling the file of foreign workers because of the ways they enter Iraq through millions of visits and tourism.
    The Undersecretary of the Ministry of Labor and Social Affairs, Abeer Al-Chalabi, said that “the file of foreign workers is a joint work between the Ministry of Labor and the Ministry of the Interior with regard to granting residency and the recruitment of foreign workers through offices licensed in accordance with Labor Law 37, and that it should be in every company and sector.”
    She added that "in every project, the proportion of Iraqi workers should be 50% or more in exchange for foreign workers, and there are procedures in the event that company owners and factory owners introduce foreign workers outside these controls and procedures, they will be referred to investigation and judiciary."
    The Directorate of Residence affiliated to the Ministry of Interior indicates that illegal foreign workers infiltrate the labor market through several methods, including million visits and tourism.
    "The file of foreign workers is expanding for Asian and other nationalities, and many of them work as beggars," said Brigadier Louay Abdel Kadhem, director of the Deportation and Expulsion Department in the Residence Directorate.
    He added, "Most of the unauthorized foreign workers enter through the million visits and also a tourist visa, but they remain in Iraq and do not leave it after the end of their period of residence under the visa," adding that "the ministry expelled and traveled 48,323 foreign violators working in different places in Baghdad and the provinces."
    He pointed out that "there are more than 50 registered "licensed" companies that are allowed to enter foreign workers according to special controls, official contracts and approvals from the Ministries of Labor and Interior.
    And he warned of the existence of fake offices that are not licensed to introduce foreign workers into Iraq, noting that “these offices follow gangs of human trafficking, who trade in people and push them to work as beggars and other cases, and there are more than 350 calls against companies and people who illegally brought in foreigners and kept them.”
    He stressed that "Residence Law No. 76 of 2017 regulates their entry and period of stay, and most foreigners drop out of companies, departments and investment projects in which they work and leave and their residency expires, and in the event of their arrest, they are deported and prevented from entering Iraq again."
    The number of expelled foreign workers is more than 48,000, while estimates indicate that there are about one million foreign workers in the country, which means that the number of expelled foreign workers represents only about 5%.
