[size=45]Over recent years, there has been a lot of talk about compulsory re-conscription in Iraq, which was in place during the previous regime, as parliamentary circles are recently moving towards drafting a draft law on military service, amid economic and security warnings against spending astronomical sums to implement the requirements of this project.[/size]
[size=45]On May 31, 2022, the Parliamentary Security Committee determined the age groups covered by the compulsory conscription law, while committee member Waad Al-Qaddo confirmed that the age groups within the law are three age groups (twenties, thirties and forties), in addition to excluding the disabled, employees, students and the only family from the law. .[/size]
[size=45]Great acceptance of the law[/size]
[size=45]In this regard, Hussein Al-Amiri, a member of the Parliamentary Security Committee, confirmed that there is great acceptance of the compulsory conscription law within the corridors of Parliament.[/size]
[size=45]Al-Amiri said in an interview with (Al-Mada), that "the law will solve a major crisis in society, namely the unemployment crisis, in addition to its contribution to providing security and stability service and eliminating sectarianism, given that the taxpayers will integrate into the training camps." He added that "Iraq does not need funds to support this law, and there is a financial abundance of high oil prices through which the salaries of taxpayers, their logistical support and their camps can be financed."[/size]
[size=45]Economic Warning[/size]
[size=45]On the other hand, the economic expert, Nabil Jabbar, stressed that the Parliament, the Ministry of Defense and its institutions do not have a clear picture of the numbers that will be marketed as soldiers assigned to serve the sciences.[/size]
[size=45]Jabbar, in an interview with Al-Mada, explained that “the implementation of the law will face logistical and technical obstacles around the Ministry of Defense’s calls to join the mandatory assignment, and will also face a crisis in their situation in camps and barracks that meet the requirements to absorb soldiers, as well as contracts for equipment, livelihoods and supplies.”[/size]
[size=45]He added, "On the legal level, Parliament will face a recurring dilemma about its ability to pass a law directed to the government, and it carries a financial side, so I think that the law will not see the light during this period at least."[/size]
[size=45]Jabbar called on the government to "transform the security forces into profitable companies to achieve economic feasibility through the exercise of military work instead of placing them in control."[/size]
[size=45]Invitations to associate recruitment with investment[/size]
[size=45]In addition, security expert Haitham al-Khazali confirmed that the number of the current Iraqi armed forces is more than 1,250,000 million fighters, and these numbers cost the state a large operating budget.[/size]
[size=45]In an interview with Al-Mada, Al-Khazali said, “Operational budgets are not employed in investment businesses, and they do not have projects through which manpower can be invested in situations of peace, as happens in many countries and as is the case in the Egyptian army, which owns private factories and factories. In Iraq, it is disguised unemployment in times of peace.” He added that "compulsory conscription must be associated with opening special investments in the army's projects in order for it to bear part of the armed forces' self-financing." And he added, "The benefits of conscription is that it melts all Iraqis in one place, dissolves the issue of sectarian and nationalist tendencies, and makes everyone integrate into the service of science." A spokesman for the Office of the Commander in Chief of the Armed Forces, Major General Yahya Rasoul, said on Tuesday (May 31, 2022) that the draft law on compulsory conscription, which has been debated for years and has not been legislated yet, proposes a salary that may reach 700,000 dinars for those covered by the law.[/size]
