The parliament session devoted to voting on the law was preceded by side meetings, and a meeting of the leaders of the blocs chaired by Parliament Speaker Muhammad al-Halbousi, during which he reached an agreement on the disputed articles, especially between the Sadrist movement and the coordination framework.
After a series of discussions, the session began in the afternoon, headed by Al-Halbousi and attended by 273 deputies. It opened with the Finance Committee reading the articles and voting on them one by one.
According to a statement issued by the Media Department of the House of Representatives, “Parliament voted to contract with (bachelor’s and diploma) certificate holders and all specializations to work in the governorate departments and their local administrations for the governorates that are not organized in a region, with (1,000) contractors for each governorate, and with a monthly salary of (300) thousand.” One dinars per month for one contractor for a period of three years for training and development purposes.
The statement added, "The House of Representatives voted on the article that stipulates the transfer of lecturers, readers of standards, administrators, contracts and the daily procedure to Resolution 315 and the appointment of the first and holders of higher degrees."
After Parliament completed its vote on the paragraphs, the law was presented as a whole to a vote and was approved and gained confidence, and then decided to adjourn the session and enter into a two-month legislative recess.
Before the session, Representative Basem Khashan spoke about the agreement between the coordination framework and the Sadrist movement and said that they are two sides of the same coin, stressing his intention to challenge the law with the Federal Supreme Court.
Immediately after the parliament session ended, the leader of the Sadrist movement, Muqtada al-Sadr, issued a statement in which he considered the vote on the law “another victory for Fustat al-Islah.”
Al-Sadr suggested, “the formation of a parliamentary oversight committee and one of the relevant specialized committees to prevent fraud and corruption in the application of the law,” stressing, “I will not compromise in exposing anyone who begs himself to manipulate the people’s power and summit
