    [size=45]The local government in Dhi Qar announced the allocation of 15 billion dinars to secure some of the requirements of the universities of Sumer and Shatrah from university buildings, while it revealed the terms of a memorandum of understanding with the Chinese government company (CRBC) on other projects in the sectors of energy, housing, transportation and services.[/size]
    [size=45]This comes after the Governor of Dhi Qar, Muhammad Hadi Al-Ghazi, met with the President of Sumer University and discussed the possibilities available to provide support to university institutions in the governorate, especially the young ones.[/size]
    [size=45]A statement by the Dhi Qar Governor's Media Office, which was followed by (Al-Mada), stated that "the administration of Dhi Qar governorate has allocated 15 billion dinars to support the young universities (Shatrah and Sumar) at a rate of 7 billion and 500 million dinars for each university, in order to implement projects that contribute to the development of the infrastructure of the two universities."[/size]
    [size=45]The statement indicated that "the governor discussed with the President of Sumer University and his accompanying delegation how to provide support to scientific institutions and the extent to which assistance can be provided by the local administration in this regard," pointing out "to see the basic design of the university, which includes the establishment of a university college, a fence and a main gate to the university." The statement affirmed, "Approval of allocating a building for the Faculty of Medicine, and working to solve the problems facing the university."[/size]
    [size=45]He noted, "an agreement to approach a Chinese company to implement Sumer University and Shatrah University within the Chinese framework agreement."[/size]
    [size=45]The establishment of the first university in Dhi Qar governorate dates back to the beginning of 2002, represented by the University of Dhi Qar, while Sumer University was established in 2014 in Al-Rifai district, while approval was announced for the creation of Shatrah University in Shatrah District in 2021 to be the second university to be created from the mother University of Dhi Qar, after Sumer University .[/size]
    [size=45]In the same context, the governor of Dhi Qar revealed the terms of a memorandum of understanding with the Chinese state-owned company (CRBC) on 4 service and development projects.[/size]
    [size=45]Al-Ghazi said in a later statement, which was followed by (Al-Mada), that "the agreement included that the company would study 3 important projects in the electric power sector, housing projects, transport and services within six months."[/size]
    [size=45]Al-Ghazi explained, "In the event that the company submits a study to any of the projects, the implementation of the project comes after obtaining the approval of the central government on this," adding that "the financing of the projects will be in accordance with the Chinese-Iraqi agreement."[/size]
    [size=45]He believes, "The province is the biggest winner because it does not provide anything from its local allocations to finance such projects," referring to "a number of projects being implemented within the Chinese agreement in Dhi Qar province, represented by Nasiriyah Airport and Chinese schools, whose cost reaches one trillion dinars." Al-Ghazi explained that "these projects are additional and their financing is not within the province's allocations," continuing, "the memorandum of understanding is based on two basic paragraphs: free studies and implementation at the expense of the framework agreement after the approval of the Center."[/size]
    [size=45]The local government in Dhi Qar revealed in (late July 2022) a preliminary agreement with the Chinese side to prepare a plan for strategic projects in the urban, industrial, urban expansion and transportation sectors, explaining that the financial allocation for the project, which obtains central approval for its implementation, will be either through the provision of financial appropriation, Or by including it within the Iraqi-Chinese agreement, or for the company to implement it in accordance with the investment law.[/size]
    [size=45]Observers of the economic situation in Dhi Qar governorate believe that the trend to activate the construction and investment sector in Dhi Qar governorate is of great importance in securing the life requirements of the local population, who still face a severe shortage of basic services and a large deficit in infrastructure in the sectors of health, housing, roads and electricity, not to mention the high Unprecedented unemployment rates, which exceeded the 40 percent barrier.[/size]
    [size=45]It is noteworthy that the local government in Dhi Qar governorate revealed on (October 6, 2021) trends to attract more Russian and Chinese companies within its plan to develop the investment sector and implement strategic projects in the governorate, stressing that the companies are the closest to reality and implementation as they have been working for several years in projects oil in the province.[/size]
    [size=45]Several Chinese companies are working in Dhi Qar province within the development of the Al-Gharraf oil field, the project to rehabilitate the Nasiriyah airport, and other projects for the construction of school buildings.[/size]
    [size=45]Last year, Dhi Qar Governorate announced the launch of work to establish more than 100 modern schools throughout the governorate. She explained, "The Chinese company contracting to develop and rehabilitate Nasiriyah International Airport, has also started effectively establishing more than a hundred schools, according to modern designs and modern specifications."[/size]
