And according to the recognized division between the two Kurdish parties, the party that becomes His share of the presidency, two of the three ministries are from the share of the other party, and usually both are from the sovereign ministries.
    Because of the deep disagreement between the two parties over the position of the President of the Republic after the Kurdistan Democratic Party, led by Massoud Barzani, insisted that his party’s share of the first winner in the number of seats in the Federal Parliament (31 seats for the Kurdistan Democratic Party compared to 18 seats for the Patriotic Union of Kurdistan), the Patriotic Union of Kurdistan For his part, he believes that according to a strategic agreement signed since 2005, the federal positions should be; In the forefront of them is the position of the President of the Republic, from the share of the Patriotic Union, while positions within the federal region of Kurdistan are from the share of the Kurdistan Democratic Party, such as the presidency of the region and the presidency of the government.
    Since the 2018 elections, the two parties were forced to enter the Federal Parliament with two candidates for the position of President of the Republic. They are Barham Salih, the former president, and Fouad Hussein, the foreign minister, who was reinstated as a minister for the same position in the Sudanese government, who had lost in the second round to Saleh. As a result, the relationship between the two main parties became tense, and the problems between them in the region aggravated, even after the deputy prime minister of the provincial government, Qubad Talabani, who is the brother of the leader of the National Union Party, withdrew from government meetings there.
    Since the two Kurdish parties were unable to resolve their differences within the region, they withdrew to Baghdad after they differed for a year over the position of president, after the Patriotic Union remained insisting on the nomination of Dr. Barham Salih for a second term, while the leader of the Kurdistan Democratic Party, Massoud Barzani, refused to agree. Ali Saleh, even after his candidate, Reber Ahmed, was withdrawn in favor of what appeared to be a compromise candidate; He is the current president, Abdel Latif Rashid.
    While Bafel Talabani, the leader of the Patriotic Union of Kurdistan, insisted on Saleh's candidacy until the moment Abdul Latif Rashid won the presidency after an agreement between Barzani and the leader of the state of law Nuri al-Maliki, Talabani returned to announce that Rashid is the candidate of the Patriotic Union.
    Subsequently, the Kurdistan Democratic Party maintained its right to the federal ministries, even after they had become four, in an attempt by Al-Sudani to settle between them. Although two bags were settled; The two are the Foreign Ministry, which Fouad Hussein assumed from the Kurdistan Democratic Party, and the Justice Department, which Khaled Shwani assumed from the Patriotic Union. The remaining two ministries; The two municipalities and the environment are still contested between the two parties.
