The Federal Integrity Commission recommended, on Sunday, a review of the internal system of the Fund for the Reconstruction of Areas Affected by Terrorist Operations No. (3 of 2017) to make its organizational structure commensurate with the tasks assigned to it.
In its report, the Authority's Prevention Department mentioned the visits that its team made to the fund; In order to review its work mechanisms, monitor its obstacles, and put forward proposals that would improve performance, she called for maintaining approved official records and conducting continuous auditing, pointing out the loss of the fund's unification record for the years (2015, 2016, and 2017), and the fund's organization of a new record devoid of signatures of former employees and auditors. In addition to the occurrence of many cases of deletion in the records and the presence of blank papers in some of them.
The department stressed that "providing the Federal Bureau of Financial Supervision with the fund's data, in order to speed up its audit, as the final accounts for the year 2016 were approved, and work is underway to complete the indicative notes regarding the financial statements for the year 2017, while the bureau's reports on the results of the fund's work were not issued for the period from ( 2018-2021).
And she pointed out, “Some approved records were not kept in the Department of Administrative, Legal and Financial Affairs, with regard to operational expenses that were distributed between the expenditure control record for the years (2015-2020) and the trusts record for the years (2017 and 2018) and the creditors’ record for the years (2015, 2016, 2017 and 2020), as for For records of investment expenditures, it was the trusts record for the years (2017, 2018, and 2020), the creditors record (2017-2020), and the consolidation record for the years (2019-2021), indicating that “the work team was not provided with statements of the amounts allocated to the fund according to its financial budgets and the amounts disbursed from them in each Financial year".
In the report, a copy of which was sent to the Office of the Prime Minister, the General Secretariat of the Council of Ministers, the head of the Fund for the Reconstruction of Areas Affected by Terrorist Operations, and the Governor of the Central Bank of Iraq, the department suggested, "not to resort to the method of direct invitations, as it is marred by cases of corruption and waste of public money." (22 of 2014)”, noting that “several contracts were monitored by direct invitation method, without there being a need for that.”
And she explained, "The report urged that the fund intensify efforts and endeavors to bring gifts, grants, aid, donations, and loans to enhance the financing of the fund, as the grants amounted to (558,421,020) million dollars and (24,000,000) million euros, while the total loans amounted to (750,000,000) million dollars. The existence of transparency in terms of stating the amounts allocated or received for the fund and the percentage of each governorate, the number of completed, reluctant and suspended projects and their completion rates, while he referred to an in-kind grant from China to the municipal sector consisting of (118) specialized mechanisms with spare tools that arrived at the port of Umm Qasr, but did not The work team finds out the method of dividing it among the included governorates, and the lack of support for its receipt by the municipal directorates therein.
The report recommends, “The fund should take into account the setting of appropriate criteria or conditions for the beneficiaries when listing projects for the reconstruction of the necessary and emergency infrastructure damaged by terrorist operations. Recommending consideration of contracting with well-known and reputable companies that have similar businesses and good financial capabilities, in order to avoid delay in implementing the Fund’s projects in the future.
The report emphasized, “The governorates affected by terrorist operations complete the requirements for listing projects and send them to the fund as quickly as possible, to ensure fair distribution of projects, and the absence of conflict over their sites before proposing to include them in the fund’s projects, and to monitor the governorates’ delay in completing the requirements, which reflects negatively on the implementation of budgets.” The proposed investment, ensuring the fair distribution of allocations, in addition to the conflict of a number of projects with other projects in the provinces of Anbar, Diyala, Salah al-Din and Kirkuk.
