    [size=45]It seems that the political blocs, especially those united under the banner of the State Administration Coalition, have agreed to hold local elections, in order to occupy the streets and move away from the early elections that Prime Minister Muhammad Shia al-Sudani promised to hold within a year.[/size]
    [size=45]Parliamentary circles are talking about starting serious discussions about the local elections law, in order to hold them in October of next year, while observers confirm that all of their factors are available, expecting the participation of the Sadrist movement and its non-withdrawal again.[/size]
    [size=45]A member of the Legal Committee in the House of Representatives, Ahmed Fawaz, said, "The ministerial platform of the government of Muhammad Shia'a Al-Sawadni, which the House of Representatives voted on, included several priorities."[/size]
    [size=45]Fawaz added, "Holding elections for the provincial councils is at the forefront of these priorities, after the disruption that occurred to this constitutional formation for about four years."[/size]
    [size=45]He pointed out, "There is a continuous political movement of readiness and preparation to run in the local elections, to include all governorates."[/size]
    [size=45]Fawaz stressed, "The reasons for the existence of provincial councils are to perform services and monitor governors, and are not intended to obstruct or share the spoils as it is promoted in some media or social networking sites."[/size]
    [size=45]And he indicated, "The quest comes towards finding a law to organize these elections that takes into account the nature of the governorates and ensuring the representation of their audience."[/size]
    [size=45]Fawaz said, "Many proposals exist at the present time. The first is to maintain the same system in which the last elections took place, that the nomination is individual, and the other is to return to the previous system, as well as the issue of constituencies, is it a single constituency or multiple?"[/size]
    [size=45]And he hopes, "that the provincial councils, after their return, will play a supervisory role on the work of local departments and correct them in the right direction in order to provide the best services, and end the negative image that they painted in the mind of the citizen about their performance."[/size]
    [size=45]Fawaz continues, "The holding of local elections depends on two things. The first is the completion of technical preparations by the Independent High Electoral Commission, and the second is the approval of the federal general budget for next year."[/size]
    [size=45]He warns against “making the provincial councils revive them by simply completing the constitutional text related to their organization,” and looks forward to “be a place for correct popular representation and the achievement of democracy.”[/size]
    [size=45]Fawaz stated, "The freeze that affected the provincial councils over the past years came as a result of the negligence of those who were previously in those councils."[/size]
    [size=45]He pointed out, "The political blocs did not enter into the details of this law, such as issues related to the number of members. What is important for us is the agreement to hold them at the end of next year, and whether they are from one district or multiple."[/size]
    [size=45]However, he talks about visions related to numbers, continuing that «there are those who believe that the number of members of the provincial councils is the same as the number of deputies for each governorate, or that other mechanisms related to proportionality are adopted in order to accommodate the largest number of the public, but until now, no official discussion has been made on this matter.     [size=45]Fawaz added, "The issue of holding these elections has become inevitable, since the government has committed itself to this matter in the curriculum, and the rest is related to the political agreement and technical procedures related to the Commission, as well as financial allocation issues related to the budget and the need to expedite its approval."[/size]
    [size=45]For his part, electoral researcher Ammar Al-Bahadli stated, "The ministerial curriculum included holding early elections for the membership of the House of Representatives and the local ones for the provincial councils."[/size]
    [size=45]Al-Bahadli continued, "The Sudanese should implement these two commitments in parallel," stressing that "holding early elections is still outside the wishes and aspirations of the political blocs, especially the state administration coalition that formed the government."[/size]
    [size=45]He pointed out, "The political will is moving towards holding local elections, which may take place after completing their requirements in October of next year."[/size]
    [size=45]Al-Bahadli finds, "attempts to evade and procrastinate by going to the local elections in order to silence the street about the early legislative elections."[/size]
    [size=45]And he added, "The local elections collide with obstacles, the most important of which are the legal, political and financial aspects," stressing "the need to amend Law No. (12) of 2018 for the provincial elections in terms of redrawing electoral districts and the electoral system."[/size]
    [size=45]And Al-Bahadli goes on, “That law adopts the St. Lego 1.7 system, but according to the proposals of the Iraqi street and the change of points of view, we may leave this system after experimenting with the general elections law by adopting the single, non-transferable vote system.”[/size]
    [size=45]And he believed that "the conditions are heading towards the demarcation of small or medium electoral districts, and the direction towards the first winner system, which represents the aspiration of most political blocs that do not want the proportional representation system, especially the Sadrist movement and the popular will."[/size]
    [size=45]Al-Bahadli stated, "The other issue is related to the political will that I find available to hold these elections by providing technical, political and legal requirements for them."[/size]
    [size=45]And he warned, "The last problem is related to the financial cover, with the need to provide financial allocations in the next year's budget for the local elections."[/size]
    [size=45]Al-Bahadli stressed, "The Sadrist movement will participate in these elections, as it realized that the withdrawal was an unsuccessful solution because it left a huge void."[/size]
    [size=45]And he ruled out that "the Sadrist movement will repeat the experience of withdrawal once again, but rather it will harmonize in the local elections in a stronger way than before."[/size]
    [size=45]Al-Bahadli went on to say that the Sadrists are known for having a strong electoral machine that qualifies them to obtain larger seats in the local councils, and perhaps it will depend on two factors to win in the stage, the first force is the electoral machines and the second is mass mobilization.[/size]
    [size=45]The House of Representatives had voted, in conjunction with the start of the October demonstrations in 2019, on a law that suspended the work of the provincial councils.[/size]
