    The Ministry of Planning clarified, on Wednesday, the reasons for the delay in implementing the population census in Iraq, while referring to the basic requirements for implementing the population census, and setting a condition for implementation.
    "The year 2023 was supposed to witness the implementation of the population and housing census, but this was conditional on completing the full detailed requirements to reach the implementation stage," said the ministry's spokesman, Abdul Zahra Al-Hindawi.
    He continued, "As the pilot census was supposed to be implemented at the end of last year 2022, but due to the failure to approve the 2022 budget and the delay in forming the current government, therefore things did not go as planned."
    Al-Hindawi added, "The basic requirements for the implementation of the population census, including the implementation of the pilot census, and the provision of 150 tablets (tablets), and this requires contracting with specialized international companies to provide these devices with special specifications, in addition to establishing a specialized national center for data processing, in addition to training Enumerators, whose number ranges from 130 to 150 thousand people.
    And he continued by saying: "We also need to provide satellite images for administrative units throughout Iraq, as well as packing, numbering and inventory operations. This is an important and essential stage and represents the backbone for implementing the census and preparing these matters takes approximately 3 months," stressing that "all of these basic requirements cannot be implemented." census without it.
    He explained, "The census body has been reconfigured, headed by Deputy Prime Minister and Minister of Planning Muhammad Ali Tamim, and includes representatives of various ministries and agencies not associated with a ministry, as well as representatives from the Kurdistan region and the United Nations Fund. Its mission is to work to provide suitable conditions for the census," noting, " The appropriate conditions are available, we will announce the date of the implementation of the general population census.
    He pointed out, "During the current year 2023, we await the approval of the general budget and financial allocations, so that we can complete the requirements and infrastructure for the census project," noting, "If these requirements are completed, the year 2024 will be the year of the population census."
    And he indicated, "The government program referred to the implementation of elections for local councils during the current year 2023, and therefore it is not possible to implement two projects the size of the elections and the census in one year."
    He pointed out, "This year will be a preparatory year to provide all the basic requirements in the event of providing financial allocations, and after that we will move to implement the census according to the approved international mechanisms, techniques and standards."
    He pointed out, "10 specialized teams will be formed, and each team will develop a plan for its work, and it will integrate with each other in working with specific timelines and clear activities, to represent the general plan for implementing the general census."
    He added, however, by saying: "The teams are divided into the field work sector, the information technology sector, the technical, legal, administrative and financial sectors, and the cooperation sector with international organizations, the media and others, all of which will work side by side to provide the appropriate conditions and develop an integrated plan to implement the census."
