    Baghdad / Obelisk: Although the file of appointments passes through the Federal Service Council, according to the official contexts set by the government, this did not achieve the goal, as appointments still pass through influential parties and personalities, without relying on competence crushed by favoritism, nepotism, and partisan loyalty.
    It is assumed that the Federal Service Council is currently in charge of organizing public office affairs, including appointment and promotion, but the political forces and parties are still continuing to appoint their members without referring to the Federal Service Council.
    Representative Bassem Khashan said that all governments since 2003 have dealt in accordance with political desires and partisan quotas, and in compliance with the views and directions of the parties.
    Activist Ahmed Sharif tweeted that the Federal Service Council raises the slogan of the will of the state and limits appointments according to the electronic system, promotions, job slackness and development, but the reality of the situation is completely different from that.
    Going back to the past, when the administrative structure of the Service Council was formed in 2019, with the aim of organizing public jobs away from nepotism and raising their level, in addition to providing equal opportunities and guaranteeing the principle of equality for those qualified to fill them.
    However, observers are skeptical about the possibility of the council succeeding in putting the employment path on the right path, given the pressures and interferences exerted by the influential powers in the work of all government institutions and agencies in the country.
    For many years, the public sector in Iraq has suffered from rampant corruption, lack of competence, and appointment on the basis of nepotism, nepotism, and party loyalty, which are factors that contributed to the sagging and weak performance of the Council.
    Statistics indicate that qualitative appointment has raised the number of workers in the public sector to about 4 million government employees.
    And at the Job Day festival , Prime Minister Muhammad al-Sudani said that employees will be evaluated, including me, while the Iraqis want to implement that on the ground.
    And the academic in political science, Jaber Al-Haidari, says that every employee started with big words about fighting corruption and providing services and paints for the people a rosy picture of the future, which is in fact a major deception because it is impossible for him to eliminate corruption. Without eliminating corruption, there will be no services.
