The internal regulations of the House of Representatives have become a target for a number of political blocs that are trying to cross the obstacle of electing the Speaker of the Council, an obstacle that has been difficult for everyone to cross for nearly six months, as the First Representative is still running the Council on an acting basis, in a situation that is the first of its kind in democratic Iraq.
The representative of the Coordination Framework, Salem Al-Anbaki, said in a previous statement that the forces of the Coordination Framework refused and are refusing to amend the bylaws of Parliament with the aim of opening the door for nominations again for the presidency of the House of Representatives, while the head of the “Taqaddum” Party and former Speaker of the Council, Muhammad Al-Halbousi, renewed in a previous press statement, His support for agreeing on a consensual figure and amending the bylaws of Parliament in the coming days. According to Legal Committee member Arif Al-Hamami, the “Coordination Framework” forces do not object to amending the parliament’s bylaws, but with conditions. Al-Hamami told “Al-Sabah”: “The amendment was proposed and circulated among the political blocs, and we began working on it in the committee, and it depends on political consensus.” He added, “There is one condition set by the coordination framework, which is the agreement of the Sunni component on one candidate, as the system cannot be amended.” In the event that more than one person is nominated, this will lead to a scattering of votes.” Al-Hamami continued: “There are steps to amend the bylaws that begin with the signatures of a group of representatives, then pass through the Legal Committee, then read a first and second reading and then vote on it.” Regarding the possibility of subjecting political constants to the political mood, Al-Hamami stressed: “There are fixed matters in the constitution that Parliament cannot change, while there are matters specific to Parliament, such as choosing the president,” and stated that “the Federal Court ruled on this matter in light of the internal system,” calling for “setting Legal remedies within constitutional frameworks that do not lead to any violation, which requires political consensus.” In this context, political affairs researcher Dr. Saif Al-Saadi, there are two options for the political blocs to overcome the parliamentary presidency crisis. Al-Saadi told Al-Sabah: “There are two options; The first is to amend the bylaws due to the complexity in the political scene, especially in the (state administration coalition) and the fragmentation of the Sunni house,” and he added, “The second option is the withdrawal of all candidates, given that the withdrawal of the candidates (Al-Mashhadani and Al-Zubaie) will put the candidate (Salem Al-Issawi) in the position.” He faces a detailed choice to withdraw,” indicating that “(the coordination framework) will not break the state of political custom and support for the minority, which will be Sunnis that may be engulfed by its fire, which is what the framework does not want.”
Al-Saadi continued: “There will be an amendment or disruption, with Mohsen Al-Mandalawi remaining in the presidency.” To reach understandings regarding the general budget, the mandate of the Election Commission, and many other laws,” he stressed that “these two options are currently on the table.” In addition, the spokesman for the State of Law coalition, MP Aqeel Al-Fatlawi, said: “The political forces gave the Sunni political forces time This was important for resolving an agreement on a candidate for the position of Speaker of Parliament, but no agreement was reached, which led to the continuation of the constitutional vacuum.” He added, “The political forces agreed to hold a session to elect the Speaker of the House of Representatives before the end of the current legislative term.”
As for the member of the House of Representatives, Representative Zaitoun Al-Dulaimi, she said: “The current candidates for the Presidency of Parliament after Shaalan Al-Karim’s withdrawal are Mahmoud Al-Mashhadani, Talal Al-Zubaie, Salem Al-Issawi, and Amer Abdul-Jabbar,” indicating that “Al-Issawi is the most likely among them to win the Presidency of the Council, because There is almost consensus in the Sunni House regarding Al-Issawi’s competence for this position,” she said.
