    Shafaq News/ As the date of its start on the tenth of next June approaches, disputes are escalating over the Kurdistan Regional Parliament elections, between holding them on the scheduled date or postponing them, amid fears of political repercussions that will be reflected in the region in both cases.
    Last February, the Federal Court refused to amend the election law, which prompted the Kurdistan Democratic Party to announce its non-participation in elections held without the participation of minorities, along with other observations.
    “Insistence” from the two rival parties
    On the other hand, specifically with the Patriotic Union of Kurdistan, the political rival of the Kurdistan Democratic Party, and with its latest position regarding the regional parliament elections, it confirmed its insistence on holding it on time without postponement, according to the last meeting of the political office of the Union, based in the city of Sulaymaniyah.
    The Political Office of the Patriotic Union announced, in a statement seen by Shafaq News Agency, that the Patriotic Union of Kurdistan will inform those in the Kurdistan political process, Iraq, the international community and the United Nations of its concern for democracy, and will resort to legal action in accordance with the Iraqi Constitution and the laws in force to defend the rights of the people, unanimously. National voices stand with the Kurdish forces defending the commitment to the election date, unifying ranks, and strengthening democracy.
    It will not happen unless the course is corrected
    Meanwhile, a leader in the Kurdistan Democratic Party confirmed that his party insists on addressing those observations that it had previously raised, indicating that the Democratic Party will not participate in elections whose results will be returned in advance, according to him.
    The official of the party’s organizations in Garmian, Akram Saleh, told Shafaq News Agency that the Democratic Party will not participate in elections in which the observations it raised regarding quota seats and minorities and the problem of voters who are not allowed to vote, who number about 400,000, are not taken into consideration and addressed. Voter, the issue of manual ballot counting, and the election supervision mechanism.
    Saleh added that the Democratic Party is continuing its attempt to correct the electoral path and postpone it to another time to address the aforementioned observations, expecting that any elections will not succeed without the participation of the Kurdistan Democratic Party.
    He pointed out that the Democratic Party will not participate in elections whose results have been prepared in advance, and will participate in the elections if these observations are addressed by the Election Commission.
    An international request to postpone it
    This, a member of the Iraqi House of Representatives from the Kurdistan Islamic Justice Movement, Soran Omar, revealed to Shafaq News Agency that the United Nations envoy to Iraq, Jeanine Plasschaert, sent a letter to the Federal Court and the Iraqi Elections Commission demanding the return of minorities to participate in the elections, which means that she asked to postpone the elections. In the Kurdistan Region.
    Regarding the position of his party (the Islamic Justice Group) regarding holding the elections or postponing them, Omar confirmed that the elections were postponed three times, and postponing them again means that it is the fourth time, indicating that Islamic Justice supports holding the elections on time and not postponing them, and they are with the decisions of the Independent High Electoral Commission. .
    Omar pointed out that the president of the region asked Baghdad during his last visit to postpone the elections, explaining that the federal authorities are awaiting the consensus of the Kurdish parties on postponing the elections, and so far only the Democratic Party is in favor of postponing them.
    At the end of last April, Federal Prime Minister Muhammad al-Sudani directed the Independent High Electoral Commission in Iraq to hold Kurdistan Regional Parliament elections “with everyone’s participation,” after an “important” visit by the region’s President, Nechirvan Barzani, to the capital, Baghdad. 
    For her part, the former representative of Sulaymaniyah Governorate, Rizan Sheikh Dalir, told Shafaq News Agency, that the Patriotic Union of Kurdistan insisted, until its last meeting, on holding the elections on the scheduled date, but there are questions about the position of the other parties on holding the elections and whether the region can hold legislative elections without the Democratic Party. Kurdistan?
    She added that every political party has its importance and weight in the election process, so what if this party has governmental authority and security and public influence like the Democratic Party, explaining that even if the National Union had a position against holding it, then the elections would certainly not have been held.
    She explained that if there were elections in Sulaymaniyah and not in Erbil and Dohuk, this would mean that the region’s problems would increase. She asked, “Does this mean that we want to divide the region into two regions?”
    Meanwhile, Kurdish political analyst Fakher Ezz al-Din told Shafaq News Agency that there are three scenarios for postponing the Kurdistan Regional Parliament elections. He explained that the first of these scenarios is to postpone them for three months, the second to postpone them for six months, and the third is to hold them with the Iraqi elections next year.
    He pointed out that the shuttle visits currently taking place to Baghdad aim to reach a solution and a legal way out for the return of the components, which is the Federal Court reversing its decision.
    As for the position of the Independent Electoral Commission, it did not have any new opinion regarding these disputes other than that, in the words of its official spokeswoman, it called for the continuation of the work of the Electoral Commission offices in the governorates of the Kurdistan Region.
    The spokeswoman for the High Electoral Commission in Iraq, Jumana Ghalai, said in press statements that the Iraqi Electoral Commission did not stop the work of the Electoral Commission offices in the governorates of the Kurdistan Region, and the news that talks about this is unhealthy and all the offices are doing their work to conduct the elections.
    As for printing ballot papers for the parliamentary elections in Kurdistan, Ghalai indicated that the Commission has not yet started printing, and they are awaiting the results of the candidates’ eligibility for the elections.
    On March 18, the Kurdistan Democratic Party announced a boycott of the parliamentary elections in the Kurdistan Region, scheduled to be held next June, while threatening to leave the political process in Iraq if the political parties in Baghdad did not commit to implementing the agreements that led to the formation of... Iraqi government.
    Earlier, the Democratic Party renewed its commitment to its position to boycott the Kurdistan Regional Parliament elections unless its observations regarding the procedures and mechanisms of the electoral process are met and addressed in a way that guarantees the interests and rights of the Kurdish people.
    The Democratic decision came after decisions described as controversial by the Federal Supreme Court in Iraq regarding the Kurdistan Region elections.
    On February 21, 2024, the Federal Court issued decisions regarding the Kurdistan Parliament elections law, which included abolishing the “quota” seats for minorities, and dissolving the Independent High Commission for Federal Elections in place of the Kurdistan Parliament.
    Kurdish leader Masoud Barzani said that the decision of the Federal Supreme Court to abolish the quota of components in the Kurdistan Regional Parliament elections is a blow to partnership and coexistence.
    The number of people entitled to vote in the Kurdistan Parliament elections is about three million and 700 thousand people.
    The last elections in the region, held in 2018, resulted in the Kurdistan Democratic Party winning 45 seats out of 111, while the Patriotic Union of Kurdistan won 21 seats.
