Yesterday, Tuesday, the Kurdistan Regional Government announced that a delegation headed by the Minister of Finance and Economy, Awat Sheikh Janab, arrived in Baghdad to continue negotiations with the federal government.
According to a statement issued by the regional government, the delegation, in addition to being chaired by Sheikh Janab, includes as members: Kamal Muhammad, Acting Minister of Natural Resources, and Omid Sabah, Chief of Staff of the Council of Ministers of the Kurdistan Region.
The statement added that the Kurdistan government delegation will discuss with Iraqi officials the issue of oil in Baghdad and will continue negotiations aimed at resolving differences, and important high-level meetings are scheduled to be held.
In turn, the spokesman for the regional government, Jutiar Adel, said in a tweet on the social networking sites "Twitter", that he; “Regarding the discussion about the oil file, the region’s delegation returned to Baghdad yesterday.”
For his part, the spokesman for the Ministry of Oil, Assem Jihad, said, "The Iraqi government and the ministry are working to expedite the process of resuming the export of Iraqi oil from the Kurdistan region," noting that the delegation of the Kurdistan Region visited Baghdad and held consultations in order to expedite the export process.
Jihad added, "Delaying the export process will harm the national economy, the federal budget, and revenues from exporting Iraqi oil, and every day of delay means more losses."
He pointed out, "The federal government is obligated to implement the decision of the International Tribunal in France, as well as the Ministry of Oil and the Kurdistan Region."
And Jihad indicated, “The current mechanism says that the Iraqi oil export operations must be carried out through the Turkish port of Ceyhan through the federal government, the Ministry of Oil and its representation in Turkey, which is the company responsible for marketing Iraqi oil (SOMO),” pointing to “the court’s decision must be implemented.” .
And he believed that the federal government and the Kurdistan region should “consider the priorities today, which are represented in adhering to the international resolution, followed by research on other issues, such as the oil and gas law, the political agreement, and others.”
And Jihad added, “The technical and economic aspect today requires us to accelerate the process of resuming the export of Iraqi oil from the Kurdistan region through the Turkish port of Ceyhan through the Ministry of Oil, according to mechanisms agreed upon,” warning that stopping oil exports from the Kurdistan region “will harm the national economy.” He referred to the continuation of consultations and discussions, indicating that it is not possible to re-export oil according to the previous mechanisms of the court's decision.
Jihad pointed out, "The Ministry of Oil discussed with the delegation of the Kurdistan region the possibility of achieving higher revenues than the old revenues, stressing that the revenues will be credited to the region, through the Iraqi Oil Marketing Company, within the agreed fund."
He noted, "It is not possible to stop the export of oil for a long time, because the pumping operations from the fields of the Kurdistan region will lead to the filling of the reservoirs, and this will create a problem."
Meanwhile, a member of the Wisdom Movement, Ahmed al-Issawi, said, “Members of the Parliamentary Oil Committee were recently hosted by the head of the Wisdom Movement, Ammar al-Hakim, where they discussed the issue of approving the oil law in parliament.”
Al-Issawi added, “Al-Hakim insisted that there be approval of the law in the next stage, and they also discussed in the meeting the issue of the oil of the Kurdistan region.”
He pointed out that "everyone affirms the guarantee of the right of the Kurdistan region and the right of the Iraqi government to export oil."
Al-Issawi stressed that "Prime Minister Muhammad Shia' al-Sudani resolved this problem before issuing the court's decision, through his meetings in the Kurdistan region with the leader of the Kurdistan Democratic Party, Massoud Barzani, and the President of the Kurdistan Region, Nechirvan Barzani."
And he noted that “all those in the coalition of state forces are united to approve the oil and gas law and speed up its legislation, and end the problems with the Kurdistan Regional Government.” Al-Issawi concluded, “The issue of oil and gas will be in the next stage on the agenda of Parliament, and everyone is excited to end This file is in the next stage. It is noteworthy that the relations between the federal government and the Kurdistan region have witnessed a remarkable improvement, especially after the joining of the Kurdistan Democratic Party and the Patriotic Union of Kurdistan to the state administration coalition that formed the government of Muhammad Shia al-Sudani.
