There are a thousand random gatherings in Baghdad alone. Archive
With the continuation of the slum crisis on the outskirts of Iraqi cities, and the major humanitarian, social, security and health challenges it entails, the Ministry of Planning has launched the results of the update of the survey to establish the sites of slums in the country.
The most prominent results:
Baghdad governorate is the highest in terms of random settlements, with more than 1,000 population gatherings, which constitute 23% of its total in Iraq, amounting to 4,679 gatherings.
Followed by Basra Governorate with 715 localities, Najaf Governorate with 89 random localities, then Al-Muthanna Governorate.
The population of these random settlements in Iraq is approximately 3 million and 725 thousand people, and the largest percentage of them is located in Baghdad Governorate by 846 thousand people.
Maher Johan, Undersecretary of the Ministry of Planning for Technical Affairs, said in a speech during the launch ceremony that "the phenomenon of random housing is one of the phenomena that spread widely in Iraq after 2003, portending great dangers at the level of living and health, and constitutes a hotbed of poverty and the spread of diseases."
He stressed that "the government has sought to find solutions that guarantee adequate housing for the residents of these slums, while ensuring that urban plans and basic designs of cities are not compromised."
He added, "This survey, its outputs, and the resulting treatment results are part of the government's commitment to providing adequate housing for all citizens and providing them with services."
Shocking numbers
Observers warn that these alarming numbers about the number of random housing areas, which amount to about 5,000 communities, inhabited by nearly 4 million people, constitute an alarm that requires the approval of radical and urgent solutions to this bleeding issue.
Forming factors and solutions
Iraqi writer and researcher Ali Al-Baydar says, in an interview with Sky News Arabia:
The most prominent factors for the emergence of this large number of slums is the weakness of the state after 2003, the spread of poverty, unemployment, corruption, and migrations from the countryside to the city, in addition to the absence of planning by the federal and local governments.
Unfortunately, it generally represents a scene of crime, lawlessness, and drug and contraband trade, which cannot be controlled without comprehensive treatments.
Therefore, Iraq can benefit from international experiences in dealing with the slums file, as is the case, for example, in Brazil, through the construction of new and integrated modern cities to accommodate the residents of slums.
What is important now is to stop the expansion of slums further and even enact laws to deal with this file, and distribute plots of land and building loans to their residents, to compensate them and help them find their way.
For his part, the director of the Iraqi Center for Strategic Studies, Ghazi Faisal Hussein, said in an interview with Sky News Arabia:
One of the most serious results of poor planning, corruption, and chaos in meeting the requirements and entitlements of population growth is the spread of random cities in Iraq, in the absence of oversight on adequate housing standards, which encouraged people, especially those who came to cities from the countryside, to seek random housing, which includes more than 10 Percent of the population of Iraq, about 4 million people, distributed in Baghdad, Kirkuk, Basra, Najaf and others.
These slums are not suitable for housing, and they do not provide services and health, security and humanitarian conditions required for human life. Consequently, poverty, misery, unemployment and crime are rampant in them, which poses a threat to the security and safety of major Iraqi cities and their social stability.
Unfortunately, successive governments did not address this chronic and worsening crisis, despite the existence of some projects here and there to build cities to accommodate slum dwellers, but due to corruption, routine and neglect, they were suspended or canceled.
The paradox is that millions live in slums and shanty towns in a rich country that possesses vast natural resources worth more than 20 trillion dollars, and its annual income from oil alone exceeds 100 billion dollars. If scientific and serious planning were available, it would be possible to get these people out of these hotbeds of underdevelopment, injustice and poverty.
