    The General Retirement Authority announced today, Monday, the formation of a higher committee in order to develop instructions for implementing the unified retirement law and proceed with its completion. While it detailed plans in three stages to provide the best services and facilities regarding proof of life for the elderly and those residing abroad, it explained the advantages of the electronic “retirement” application.
    The head of the authority, Maher Hussein Rashid, said in an interview with the Iraqi News Agency, followed by Al-Eqtisad News, that “the retirement law has been considered effective since 2014, and an amendment was issued to it in the year 2019,” indicating that “there is an intensification of efforts towards making some amendments related to filling the gaps.” Concerning the law, especially since the entry into force of the law affected some segments, which led to unfairness and disparity between one retiree and another in terms of salaries and end-of-service gratuity, and coordination with the House of Representatives is continuing in this regard.”
    He pointed out that “the Retirement Authority has formed a higher committee to set instructions for implementing the amended Unified Retirement Law No. 9 of 2014, and to proceed as quickly as possible to complete its audit by the State Council and its legislation,” stressing that “its aim is to reduce bureaucracy, simplify procedures, and provide services to retirees to the fullest extent.” ".
    He explained, “There is a movement to prepare an internal system in accordance with the amended law, especially since the National Retirement Authority and the State Employees’ Retirement Fund and its branches and directorates in the governorates are working to implement the old internal system, that is, before the enactment of this law, and therefore the size of the administrative formations is not consistent with the work of the new retirement.” Noting that “the internal regulations currently prepared are under procedures and their completion will be reflected in the provision of services to retirees.”
    He pointed out, “We are seeking to open superintendents or retirement offices in districts and districts and grant them powers,” noting that “the state’s adoption of the electronic collection system will facilitate procedures in terms of receiving and paying financial dues without coming to city centers, in addition to facilitating procedures, reducing red tape, and providing the best services.” .
    He added: “The Authority has prepared plans in three stages, short-, medium- and long-term,” noting that “the short-term plan has been completed and includes not resorting to authentication books and administrative correspondence and coordinating with the Ur technical system by relying on the barcode present in the correspondence in terms of bringing in collection and collection.” Electronic payment of salaries and dues via the electronic payment card, and thus this step led to the simplification of the procedure for proving life for the citizen by reading the barcode and using an electronic program in coordination with the Ministry of Foreign Affairs without requesting the authenticity of the certificates.”
    He continued, “The medium-term plan includes the use of an application called “The Retired,” which is currently under construction and in its final stages. This application will allow the retiree to communicate with the National Retirement Authority via electronic devices, phone or computer,” noting that “coordination is underway in this regard with the data center.” The National Council and the Diwani Order Committee No. 22 of 2020 formed by the Ministry of Communications and the National Security Advisory, and this application will be launched soon.
    He continued, "The application will facilitate the procedure for the elderly who cannot resort to the authority to prove their lives or the Iraqi community residing abroad, by relying on the biometric fingerprint or facial fingerprint to update their data, in addition to submitting complaints and reports, calculating salaries, knowing the details of the salary and deductions, and other matters."     He continued, "The Authority has opened more than 30 offices in Baghdad for retirement in ministries and entities not affiliated with a ministry, as well as mobile teams in the governorates," pointing out that "more than 63 thousand retirement IDs have been completed within ministries and institutions, in addition to the delivery of end-of-service rewards on the first salary." My retirement, thus reducing the blackmail operations to which the retiree was exposed.”
    He stated, “The long-term plan included cooperation with specialized technology companies and includes two tasks: linking with the Naturalization and Civil Status Departments in the Ministry of Interior (National Card), and also linking with the Health Department through the Births and Deaths Center, and linking with the Ministry of Foreign Affairs and the Ministry of Justice and therefore it will be for every retiree.” An electronic page of his own, documented and with complete data, which will avoid the problems of loss and destruction of the retiree’s file and other problems.”
