    Economy News - Baghdad
Today, Wednesday, the head of the Integrity Commission, Haider Hanoun, called for the legislation of the second amendment to the Integrity and Illicit Gain Commission law, indicating that amending the law will achieve five important means.
Hanoun said in his speech during the Integrity Week celebration, followed by Al-Eqtisad News, that “the Commission, a year ago, placed in its belief this national project, to carry out in all literal manner its duty to combat corruption, prevent its spread, and recover its revenues in response to the government program that made combating corruption a priority.” Priorities, and in light of governmental, parliamentary and judicial support, as well as to prepare for the battle of corruption that is approaching, and among its requirements is the legislation of the second amendment to the amended Law of the Integrity and Illicit Gain Commission No. (30 of 2011), which will make the Federal Integrity Commission a more effective soldier in that battle.”
He explained, “The second amendment to the law will include 5 important means:
First: The head of the authority shall issue the decision to ban travel and reserve movable and immovable property against anyone who is surrounded by suspicions of corruption and who is feared to have escaped or smuggled his money, provided that a decision is obtained from the competent investigating court to uphold it within (72) hours from the date of its issuance. Otherwise, the ban shall be considered valid. Travel or seizure of funds is automatically canceled upon the expiration of that period, and through it we will be able to prevent the escape of those suspected of corruption or smuggling of stolen funds, taking advantage of the space of time required by the procedures for issuing a judicial decision in this regard.
Secondly: The head of the authority shall file lawsuits before foreign courts to demand the recovery of funds or the extradition of wanted persons, and contract with investigative companies, law offices, or individuals, to track down smuggled funds and escaped convicts, as an exception to the legislation in force, due to the importance of this in tracking and searching for those funds, with the aim of discovering and recovering them, taking into account Taking into account that they were settled with secret accounts or unknown economic institutions that cannot be inferred without the intervention of agencies specialized in researching and investigating funds in those countries.
Third: Creating the Inspection Department: which undertakes tasks similar to the tasks of the abolished Inspectors General offices, based on the repeal of the Inspectors General Law, and by its abolition, the oversight arms of the Federal Integrity Commission in ministries and entities not affiliated with a ministry and the rest of the institutions were cut off, giving ample space to blackmail officials and employees. .
Fourth: Giving the Authority the authority to assign any employee or person charged with a public service to disclose his or her financial assets, as well as assigning anyone suspected of obtaining funds in partnership with the taxpayer or funds originating from corruption or of unknown origin. Through this, we will be able to recover the funds that were looted in all past years. , Through the “Where Did You Get This” campaign [to pursue] money inflation and illicit gain.
Fifth: That a final ruling in one of the crimes of corruption entails the dismissal of the employee from the job and the termination of the service of the person assigned to a public service, whether he is appointed or elected, and his inclusion in a general or special amnesty does not prevent his dismissal or termination of service, and through it we will be able to get rid of the employees or those assigned to the service. In general, those whose corruption has been proven, and who will not be returned to their job or public service.
He continued, "Preparing all parties involved in this battle to engage in it in a real and effective manner," noting that "until then, the Federal Integrity Commission will remain committed to making the utmost efforts in combating corruption and achieving unprecedented achievements."
