    Baghdad today - Baghdad
Today, Sunday (January 21, 2024), the head of the Al-Azm Alliance in Diyala Governorate, Representative Raad Al-Dahlaki, called on the Presidency of the Republic to wait to approve the death lists sent to them until all files related to innocent people are resolved in accordance with the political agreement.
Al-Dahlaki said in a statement received by Baghdad Today, “There is information being transmitted about sending lists to the Presidency of the Republic that include the names of 500 detainees in prisons, most of whom are resistance to the occupation, to approve their execution,” indicating that “the timing of this step, unfortunately, was not successful for several considerations.” The first is the failure to review all the detainees’ files, in addition to the fact that this step is not consistent with the understandings of the political agreement through which the government was formed.”
Al-Dahlaki added, “The political and even security situation in Iraq and the region makes us need to be patient with any steps that might create some kind of tension, considering that the scale of the challenges needs to contain the crisis and not look for decisions or positions that will complicate the scene instead of smoothing the atmosphere,” stressing. However, "there are many people languishing behind prison bars who are victims of secret informants and false slander, or who made confessions under threat and torture, and there are committees formed to scrutinize and review all appeals in criminal rulings related to these files."
He continued, "There are efforts being made as part of the political agreement to legislate a general amnesty law that does justice to those unjustly behind bars, and excludes those whose hands are stained with the blood of innocents. Therefore, the Presidency of the Republic is required to wait in the process of approving these lists until the review of all files is resolved and the general amnesty law is enacted." ".
A number of members of the House of Representatives submitted a request to Parliament regarding preparing a proposal for a general amnesty law for oppressed prisoners, excluding Arabs and foreigners who are terrorists or drug traffickers.
According to a document issued by the office of Representative Alaa Al-Rikabi on the tenth of January and obtained by “Baghdad Today”, “based on the powers granted to us under the Iraqi Constitution, Article 61 Second, and Articles 15 and 29 of the House of Representatives and its Formations Law No. 13 of 2018, and in view of As many appeals have been received calling for the issuance of a general amnesty law, and because of its great importance to society and the family fabric, and to give priority to amnesty and tolerance and to give an opportunity to correct a person’s path and reintegrate him with society, I ask your Excellency to kindly approve the proposal to issue a general amnesty law, and to refer the request to the Parliamentary Legal Committee, To formulate the law proposal in accordance with fair legal conditions and mechanisms, and present it to the Council for a vote to submit the law proposal to the government.”
