Warning to Iran.. This is the maximum possible.. The waters of Baghdad and Tehran have returned to their normal course, but what is the fate of Erbil’s complaint? Answers from 3 experts

Two law experts and a researcher at the Studies Center said that the complaint filed by Iraq against Iran will only result in “a warning from the UN Security Council,” and that what happened recently, against the backdrop of the bombing of Erbil with ballistic missiles, “did not reach the point of a diplomatic crisis” between the two countries.
Last Thursday, the two countries agreed through political channels to reduce tension due to a greater escalation that occurred with Pakistan, according to what was reported by Western media.
The Iraqi Foreign Ministry said that it had filed a protest note against Iran, but had not published its contents yet.
It was heard from Prime Minister Muhammad Shiaa al-Sudani and his Foreign Minister, Fuad Hussein, of an unprecedented escalation against the neighboring country, which reached the point of saying, “Iran does not dare to attack Israel, so it chose a weak target to export its internal problems.”
During his dialogue session at the “Davos” Forum, Al-Sudani said: “Iran is a strategic ally that helped us fight ISIS.”
National Security Advisor Qassem Al-Araji agreed with the Iranian ambassador in Baghdad, after their meeting on Saturday, to “solve all problems through understanding.”
Al-Araji was the first to arrive at the house that was bombed by the Iranian Revolutionary Guard last Monday in Erbil, and he inspected the site where the Kurdish businessman, Bishru Dizayi, was killed, along with a number of his family members, and another Iraqi businessman who was hosting him.
Two legal experts told the 964 Network that the evidence collected by Iraq about the bombing of Dizayi’s home could strengthen the complaint, but that nothing more than an international “alert” to Iran was likely to occur.
An Iraqi researcher told the 964 Network that Iraq had “returned from escalation” and was now devoting talk again to “the depth of relations between the two countries.”
Ali Al-Tamimi, legal expert, told 964 Network:
Security violations against Iraq by America or Iran violate Articles (1-2-3) of the United Nations Charter issued in 1945.
International laws can place any state that violates the sovereignty of another state, under Chapter Seven of the Charter (International Trusteeship).
Iraq will submit the results of the ongoing investigation to the UN Security Council to strengthen the complaint against Iran.
In such cases, the UN Security Council issues an alert or warning to any country, but if they are repeated, the country will be within the scope of international sanctions within Articles (39 to 52) of the International Charter.
Alaa Shawn, legal expert, 964 Network:
Iraq's complaint against Iran is within the fourth paragraph of the United Nations Charter, which prohibits the use of force in political relations.
Iraq did not resort to the bodies, bodies and agencies of the United Nations, because they would work to issue recommendations and statements and then submit them to the Security Council.
The step taken by Iraq is the first of its kind as it went directly to the UN Security Council, and the Baghdad government submitted two memorandums to the Secretary-General of the United Nations and the President of the UN Security Council.
It is possible that major countries will take new sanctions against Iran, or the results could be less and Tehran pledges not to repeat them.
Head of the Iraqi Political Thinking Center, Ihsan Al-Shammari, of the 964 Network:
Half of what happened was an Iraqi reaction that did not develop into a diplomatic crisis, especially since Baghdad did not expel the Iranian ambassador and did not close the Iraqi embassy in Iran.
The Prime Minister took a step back on the issue of bombing Erbil, and continued to talk about good mutual relations with Iran.
There is no Iraqi complaint filed so far with the Security Council or the Secretary-General of the United Nations on the official websites of the United Nations or even the Security Council.
The Iraqi Ministry of Foreign Affairs did not publish the complaint, which it said it had submitted to the UN Security Council, due to political calculations.
It seems that the government is unable to anger Iran, and the reaction to the statement of the Iraqi National Security Advisor may be the best evidence of this.
The beginning of the escalation and its nature were an indication that nothing else should be done.
Relations will return to their previous state, just as there was an attack in 2022, an agreement was signed, and relations returned to their highest levels.
