On May 9, the Iraqi Council of Representatives will end its second legislative term without extension, entering into a two-month legislative recess. This step comes amid expectations of a delay in referring the general budget for the current year by the government to the Council.
There is no extension of the legislative term without sending the budget
Member of the House of Representatives, Muhammad Jassim Al-Khafaji, explained that “it is customary to extend the legislative term for one month, and if the budget is not sent, it will not be extended.” He added, “One of the government’s confirmed observations is that it has not sent the budget schedules yet, which means that we do not know any time limits for reviewing, discussing, approving, and returning them to the government and the Ministry of Finance again in preparation for disbursing them to the formations of spending units, which means delay in all aspects of this process.”
The possibility of extending the legislative term if the budget is sent
Al-Khafaji pointed out, “If the budget is sent this week, Parliament will extend its term or agree with the government, and conversely, Parliament will not extend its legislative term.” Pointing out that “the current budget is tripartite, and the justification for its legislation was not to delay or exceed the timings.”
Calls to complete Parliament sessions before the recess
In turn, Representative Nazem Al-Shibli called on Parliament to complete its sessions before going into its legislative recess, and this is the normal thing, adding that if the budget is not received, we will go into recess.
There is no need to extend the legislative term without the budget
For his part, Member of Parliament Yasser Al-Husseini said, “There is no need to extend the legislative term, unless the budget law arrives, and we support the extension in the event of an emergency.” Al-Husseini explained that “Parliament needs to complete its working hours to study the proposed laws, in addition to the need for more working hours for the purpose of finalizing and resolving the files.”
Fears of delaying the approval of the budget and its impact on the progress of government work
The delay in sending the budget by the government to the House of Representatives raises fears of a delay in its approval, which may negatively affect the progress of government work and the implementation of planned projects. Many members of the House of Representatives are calling on the government to expedite sending the budget to enable Parliament to study and approve it as soon as possible.

The government program that is playing out is by their dealing of the cards.
