Parliament Speaker Selection Crisis.. Halbousi Obstructs Negotiations: The Seat Is a Share of Progress

Member of the Unified Anbar Alliance, Mohammed Daham, believes that any party that obtains the presidency of parliament will negatively affect the Progress Party, headed by the dismissed Speaker of Parliament, Mohammed al-Halbousi.
Daham stated that “Al-Halbousi failed to find a Sunni consensus on his candidate for the presidency of the House of Representatives, as any agreement between the Sunni blocs on a specific figure was not achieved.”
He explained that "the Progress Party is exerting pressure to obtain this position, and it prefers the continuation of the council in its current state headed by Mohsen Al-Mandalawi rather than another Sunni party obtaining it."
He said, "Al-Halbousi is delaying this file in order to bring it to the end of the current parliamentary session, because he believes that any party that obtains the presidency will harm his party."
For her part, Ala Talabani said, in a televised interview, that “Al-Halbousi is obstructing the election of a new parliament speaker.”
She added, "The division of the Shiite forces has hindered the selection of the parliament speaker."
She added, "The Shiite actor intervened in choosing the president of the republic."
Talabani continued, "The failure to elect a speaker of parliament affects the political process."
In addition, independent politician Muhannad Al-Rawi revealed today, Wednesday, that the dismissed Speaker of Parliament, Mohammed Al-Halbousi, fears the election of any new Speaker of Parliament.
Al-Rawi said, “Mohammed al-Halbousi fears the election of any speaker of parliament, even if he is from his own party,” indicating that “he does not want any speaker to rise after him for fear that he will compete with him for his political and electoral influence, and for this reason he is obstructing the election process.”
He explained that “Halbousi’s obstruction of the election of the Speaker of Parliament is not because of the election of someone from outside his party, but rather because he is not satisfied with the entire process,” adding, “Therefore, any solutions proposed by any political party are objected to and the issue is obstructed.”
Al-Rawi held “Al-Halbousi responsible for the Sunni component losing its highest position in the Iraqi state.”
In this context, MP Hadi Al-Salami said, “The policy of changing positions has created a state of difficulty in predicting what is happening in the Iraqi scene, whether in politics or otherwise,” noting that “the abundance of decisions, their diversity, and the insistence of the leaderships that are trying to make the decision exclusive to them, and not under the dome of the House of Representatives, are what are delaying the decision on the position of the Speaker of the House of Representatives at the present time.”
He added, "If the matter had been left to the members of the House of Representatives, the position of Speaker of the House of Representatives would have been decided in the first round," adding, "But the many political interventions are what have delayed deciding the position for months."
He added, "Until now, there are no clear paths to resolve the position of Speaker of the House of Representatives, in light of the interventions and attempts to impose a personality that satisfies the political leadership, and not the members of the House of Representatives," stressing that "leaving the matter to the national space is the best solution to get out of this problem."
On November 14, 2023, the Federal Supreme Court, “the highest judicial authority in Iraq,” decided to terminate the membership of Parliament Speaker Mohammed al-Halbousi, following a lawsuit filed against him by MP Laith al-Dulaimi, in which he accused him of forging his (al-Dulaimi’s) resignation from membership in the House of Representatives. As a result, the Federal Court ruled to terminate their membership (al-Halbousi and al-Dulaimi).
On November 21, 2023, the Iraqi Parliament decided to officially terminate the membership of Parliament Speaker Mohammed al-Halbousi.
Since then and until last June, the House of Representatives held many sessions to elect a new Speaker of the House, but the differences between the Sunni political forces prevented this.
