Iraq and Iran towards a strategic partnership

The Government Palace in Baghdad witnessed yesterday, Wednesday, the signing ceremony of 14 bilateral memoranda of understanding in various fields, between Prime Minister Muhammad Shia Al-Sudani and Iranian President Masoud Pezeshkian, who arrived in Iraq at the head of a large delegation. Al-Sudani explained during a joint press conference he held with Pezeshkian the depth of the historical and cultural ties that unite the two peoples and neighboring countries, and the possibility of developing cooperation mechanisms between Baghdad and Tehran into a comprehensive strategic bilateral partnership.
Presidential Reception
Yesterday, Wednesday, President of the Republic Dr. Abdul Latif Jamal Rashid received at the Baghdad Palace the President of the Islamic Republic of Iran Masoud Pezeshkian and his accompanying delegation, who arrived in the country yesterday, Wednesday, on an official visit. A
presidential statement received by "Al-Sabah" stated that the President of the Republic welcomed the Iranian President at the beginning of the meeting, renewing his congratulations on his election as President, and renewed his condolences for the passing of President Ebrahim Raisi, Foreign Minister Amir Abdollahian and their companions in the unfortunate incident.
Rashid stressed that the relations between the two friendly countries are strong and historical, explaining that Iran is an important neighboring country for Iraq and has a great regional position in supporting and stabilizing the region, and that Iraq strongly supports strengthening joint cooperation to combat terrorism and extremism, consolidate border security and work to end tensions in the region.
During his speech, the President of the Republic stressed the need to activate the provisions of the agreements and memoranda of understanding signed between the two countries, and to strengthen the bonds of friendship in a way that serves the common interests of the two countries. He also pointed out that the phenomenon of climate change is one of the most prominent challenges facing the two countries and the world as a whole, stressing the importance of joint action in this regard, especially the water issue, calling at the same time to release the waters of the shared border rivers and reach understandings that are satisfactory to all regarding water sharing.
Regarding the financial dues owed by the Iraqi government to the Iranian side, the President of the Republic explained the importance of working to find common understandings and an appropriate formula to pay those dues to the Islamic Republic of Iran and vice versa.
Rashid denounced the aggression against the Islamic Republic of Iran, which claimed the lives of martyr Ismail Haniyeh and the rest of the martyrs, stressing Iraq's principled and steadfast position towards the Palestinian cause and the right of the Palestinian people to achieve their aspirations and obtain their full legitimate rights on their land.
The President of the Republic also condemned the continued brutal aggression of the Zionist entity on the Gaza Strip and the rest of the Palestinian territories, which left thousands of martyrs and wounded, and imposed an unjust siege on food, water, electricity and fuel, stressing Iraq's support for any regional or international initiative that would ease tension and achieve security and stability in the region.
For his part, President Pezeshkian expressed his thanks and appreciation for the warm welcome and generous hospitality, praising the efforts of the President of the Republic in strengthening the bonds of friendship and supporting relations between the two neighboring countries and peoples, stressing the keenness of the Islamic Republic to strengthen relations with Iraq in various fields, and coordination on all issues of common interest. He also expressed his country's aspiration to find more opportunities and mechanisms for cooperation, which can be built upon to strengthen the bonds of ties between the two countries. The
President of the Islamic Republic of Iran also called for the formation of a joint committee between the two neighboring countries to develop a strategic program for joint cooperation in the sectors of health, environment, industry, security and tourism, including the Kurdistan Region.
Pezeshkian presented Rashid with a plaque containing a message from the Iranian Supreme Leader, Sayyed Ali Khamenei, in which he renewed his appreciation and thanks to the Iraqi government and people for the efforts made in receiving visitors on the Arbaeen commemoration of Imam Hussein and his companions (peace be upon them).
The presidential statement added that extensive talks took place between the two sides, during which President Abdul Latif Jamal Rashid headed the Iraqi side, which included Deputy Prime Minister and Minister of Foreign Affairs Dr. Fuad Hussein, Minister of Education Ibrahim Namas, Minister of Higher Education and Scientific Research Dr. Naeem Al-Aboudi, Minister of Electricity Ziad Ali Fadel, Minister of Communications Dr. Hiyam Al-Yasiri, Iraqi Ambassador to Tehran Nasir Abdul Mohsen, and a number of other advisors and government officials. The Iranian side was headed by President Masoud Pezeshkian, and the delegation included Foreign Minister Abbas Araqchi, Minister of Economic and Financial Affairs and Chairman of the Joint Economic Cooperation Committee between the two countries Abdul Nasser Hemmati, Minister of Roads and Urban Development Farzaneh Sadeq Malwajerd, Governor of the Central Bank Mohammad Reza Farzin, Iranian Ambassador to Baghdad Mohammad Kazem Al-Sadeq, and a number of other diplomats, officials, and specialists.
Government Palace
Prime Minister Mohammed Shia al-Sudani met with the President of the Islamic Republic of Iran, Massoud Pezeshkian, at the Government Palace in Baghdad, at the beginning of the Iranian President's official visit to Baghdad. The meeting witnessed discussions on a number of files and topics of common interest, which aim to enhance levels of cooperation and partnership between the two countries.
A statement from the Prime Minister's Media Office stated that during the meeting, al-Sudani renewed his welcome to President Pezeshkian, on his first foreign visit after assuming his position, recalling the positions of the late President Ibrahim Raisi towards Iraq, and stressing the importance of bilateral work between the two countries to confront the economic and security challenges in the region, in the interest of stability and development.
For his part, the Iranian President expressed his thanks and appreciation to Iraq and the Iraqi government for the warm reception, stressing the Islamic Republic's desire to strengthen bilateral relations and proceed with cooperation programs and memoranda of understanding between the two countries.
Pezeshkian also presented Al-Sudani with a plaque containing a message from Iranian Supreme Leader Ayatollah Ali Khamenei, in which he renewed his appreciation and thanks to the Iraqi government and people for the efforts made in receiving visitors on the Arbaeen pilgrimage of Imam Hussein and his companions (peace be upon them), and what this act represents in terms of embodying Islamic generosity and Arab hospitality. The meeting witnessed the exchange of gifts between the two presidents, expressing the depth of friendly relations between the two neighboring countries.
Expanded talks
Then, Prime Minister Mohammed Shia Al-Sudani and the Iranian President headed the delegations of the two countries in the expanded talks, and sponsored the signing ceremony of 14 bilateral memoranda of understanding.
The Prime Minister's Media Office stated in a statement received by "Al-Sabah" that during the expanded meeting session at the government palace in the capital, Baghdad, aspects of cooperation between the two neighboring countries were discussed, in a way that achieves mutual interests and benefits, as well as following up on the work of the joint supreme committee between Iraq and Iran, which will hold its next meeting in Baghdad. Security cooperation and the joint security agreement were also discussed, as well as constructive cooperation in the field of refining and energy industries, and cooperation between the private sectors in the two countries.
The Prime Minister referred to the religious, social and historical ties that unite the two neighboring countries, explaining that their geographical location makes logistical and transportation links of great importance, referring to the (Basra-Shalamcheh) railway line for transporting passengers, and the government's keenness to complete the memoranda of understanding and proceed with their implementation.
For his part, the Iranian President referred to the depth of the relationship between the two countries, and the impact of the distinguished relationship on the stability of the region, and stressed his country's desire to work together and develop economic partnerships between the two countries.
The meeting witnessed the agreement of common visions regarding the continued aggression on Gaza, and the destabilization of the security and stability of the region caused by the Zionist entity, and the two sides renewed the call to stop the genocide against the Palestinians, and for the international community to assume its responsibilities in this regard.
14 Memoranda of Understanding
The Prime Minister and the Iranian President sponsored the signing ceremony of 14 memoranda of understanding, in various fields and sectors, including; Economy, training cooperation, youth and sports, cultural, artistic, archaeological and educational exchange, media cooperation, communications, in the field of religious tourist groups, cooperation in the field of Iraqi-Iranian free zones, agriculture and natural resources, mail, social protection, vocational and technical training, development of skilled labor, and cooperation between chambers of commerce.
The memoranda of understanding were signed on the Iraqi side by the Ministers of Foreign Affairs and Trade, and the President of the Federation of Iraqi Chambers of Commerce, while on the Iranian side the Ministers of Foreign Affairs and Economy signed.
Joint press conference
Following the conclusion of the talks, Al-Sudani and Pezeshkian held a joint press conference, in which the Prime Minister noted that “the Islamic Republic has gone through a sharp turning point, with the painful loss of the martyred President Sayyed Ebrahim Raisi and his companions, and we once again support President Pezeshkian as he assumes his duties.”
The Prime Minister noted that “the Iraqi-Iranian relations are distinguished by their high level, and that they include many historical, religious, cultural, interests and a very old strong relationship between the two neighboring Muslim peoples,” stressing that “this historical neighborhood can be translated into the highest levels of cooperation, partnership and bilateral work for the interests of our two peoples, and helps to confront current challenges and support stability.” Al-
Sudani added that “the joint economic file is an important gateway to achieving the aspirations of our two peoples, and in two meetings we discussed the mechanisms that would advance this important file,” indicating that “the discussions addressed the multi-faceted strategic bilateral partnership, which is a fundamental pillar in supporting the plans of the two governments and a key to economic integration.”
“Our discussions emphasized strengthening transportation lines and logistical links between the two countries, and we have made progress on our part in the railway link for transporting passengers, the (Basra-Shalamcheh) line, which will facilitate the movement of citizens of the two countries, especially during the religious visit seasons,” he explained, adding, “We discussed the importance of activating the link for transporting goods, especially with our major project (Iraq Development Road), and the discussions also addressed the Khosravi-Al-Mundhiriyah-Baghdad land road project, and we are working on referring the border crossing in that area to be ready for this important strategic line.”
The Prime Minister said: “We focused on the border industrial zones project, which was prepared in three governorates: Wasit, near the city of Jassan, Maysan, and Basra, in addition to the economic city for which we allocated 2,000 acres in the Zurbatiyah area.” He continued: “We discussed the work of Iranian companies, especially since they are efficient and important companies that have previously implemented important projects in the field of infrastructure.”
Al-Sudani stressed that “Iraq’s position as a government that supports expanding Iranian economic cooperation with the countries of the region, and expanding partnerships will positively reflect on the level of regional stability.” He pointed to “the signing of 14 memoranda of understanding in various and multiple fields, which, along with the memoranda of understanding previously signed, will represent a promising roadmap for enhancing joint cooperation between the two countries.”
He thanked “the brothers in the Islamic Republic for their role and contribution in reaching the gas purchase agreement with the Republic of Turkmenistan,” and appreciated “their supportive position towards Iraq in supplying gas to operate power stations, despite the circumstances that accompanied the payment of dues due to unjust sanctions.”
Al-Sudani added, “We talked about the threat to stability in the region due to the Zionist aggression in Gaza, which has exceeded the legal and moral frameworks, in the face of the inability and failure of the international community, with the continuation of the genocide against our Palestinian people in the occupied territories,” stressing that “our common positions towards this aggression and its continuation are clear and firm positions, and we have stressed on more than one occasion our rejection of expanding the conflict, and that we are against violating the sovereignty of states, and the international community must assume its legal and moral duties.”
The Prime Minister pointed out, “We touched on the security cooperation aspect, and stressed our principled, constitutional and legal position, not to allow any party whatsoever to commit aggression, armed action or cross-border threat against the Islamic Republic of Iran,” and said, “We succeeded in agreeing to control the security situation, especially in the border areas, and the bilateral security committee continues its commitments and tasks,” indicating that “communication is ongoing between the security services regarding controlling the borders and preventing all forms of smuggling that harm the internal security of both countries.”
Al-Sudani concluded his remarks during the press conference by saying: “This visit is important and represents a driving force for the path of growing bilateral relations, in light of the will and sincere desire to lead the two countries towards more cooperation and integration.”
For his part, Iranian President Masoud Pezeshkian thanked Prime Minister Mohammed Shia al-Sudani for the warm reception and hospitality, and stressed that it is “a good opportunity to be on my first visit to Iraq,” adding, “I wanted to follow up on the work of the previously concluded agreements and those concluded (yesterday, Wednesday), which represent a new start for cooperation between the two countries.”
Pezeshkian revealed the agreement between Iraq and Iran “to form a team of experts from the two countries in various fields to develop strategic plans for broader cooperation between the two countries,” adding, “We need to activate the security agreements between the two countries to deter terrorists and those who want to target security in the region,” stressing that “the agreements that were concluded were successful, and we need to remove those that were not.”
The Iranian president said: “We want a strong, stable and secure Iraq, where brotherhood and calm prevail,” indicating that “the visit represents a great opportunity to discuss our points of view and draw up our future plans,” and pointed out that “the Zionist entity is committing the most heinous crimes against humanity in Gaza,” expressing his hope for “success in deterring the Zionist entity through unity and cohesion.”
In addition, the head of the Supreme Judicial Council, Judge Faiq Zidane, received the guest Iranian president and his accompanying delegation yesterday, Wednesday. A statement from the council stated that ways to enhance judicial and legal cooperation between the two countries were discussed.
The prime minister received Iranian President Masoud Pezeshkian yesterday morning, at the beginning of the Iranian president’s first official foreign visit after assuming his duties last July, where an official reception ceremony was held at Baghdad International Airport. The ceremony included playing the national anthems of both countries, and a review of the honor guard representing the various branches of our armed forces.
