He added that "some ministries worked hard violation of the law, some of which decided the transfer of powers to the provinces gradually, not the law provides for it, then the ministries began segmenting the transfer process for these powers, and more selective, but that some ministries , such as health have determined that some of the departments and sections remain linked to the ministry, and can not be transferred to the provinces, forgetting that the law explained that the ministries remain to public policy - making and planning any wrongfulness of an implementation of the ministry, and that the text clearly and explicitly does not accept diligence Awaltooal.
