And increases in the capital, the phenomenon of squatters on public property because of weak deterrent procedures, and overlapping of powers between the executive and local institutions as well as the influence of some political and tribal agencies that often hamper the application of the law against violators, according to local officials in Baghdad. 
It is noteworthy citizen Uday Shuli in an interview for the "long", that " the profession of washing cars on the street is decent and have significant disadvantages in addition to violating the law by exceeding the water systems and potable use in the car wash." 
Shuli said that " the disadvantages of the car wash is bypassed on the street and collect water in it, which helps in the spread of diseases that affect the asphalt street , which creates bumps on the streets." 
But Ali al - Darraji , a practicing Car Wash in one of the areas of the capital, says , "This profession has taken due to lack of employment opportunities and exacerbate unemployment." 
He Darraji in an interview for the "long", "Just as the state requires no overtaking on the street, are supposed to provide jobs worthy of us as citizens and limit the spread of unemployment, because the standard of living of a good citizen makes it respects the law does not exceed the public property," adding , "If the citizen possesses no daily strength, and thus are forced to skip in order to get a job that can meet the requirements of the simple life of it, especially since most of the owners of this profession are from poor families. " 
This appealed to the citizen Ibrahim Abbas, a resident of the municipal area, southeast of Baghdad, local authorities intensified deterrent procedures for bypassing through the imposition of accounting and punish violators. 
Abbas said in an interview for the "long", "the secretariat of Baghdad to take their role in the owners of these accounting profession through the intensification of field trips and tighten supervision and follow - up to curb this phenomenon , which distort the aesthetic residential areas." 
He pointed out, "our suffering going on , of which we are the owners of the homes where our streets president has become a gathering place for the water in the summer and winter , " he said , adding that "there Taatoa between the owners of the profession and some of the security services in order to stay in the conduct of their work, surprising the absence of the role of the secretariat of Baghdad and the lack of oversight full to follow such irregularities. " 
Abbas added that "the tribal and party affiliation role in the spread of such occupations, but indirectly, as many of the owners of these professions are resorting to the tribe or the party in the event of being held accountable." 
For his part, said assistant general manager of the legal department at the secretariat of Baghdad, Saad Abdul Alanis, in an interview I followed the "long", that " the Cabinet Office of Economic Affairs, the secretariat of Baghdad need to activate and increase the financial resources of the secretariat of Baghdad to impose fines fundamentalism on municipal waste according Law 130 of 1963 ". 
Abdul amiable and pointed out that " the main objective of these measures, to increase and maximize the financial resources of the Chambers of the Secretariat, especially the municipal districts of them to ensure the smooth flow of the arrival of municipal services to the regions and districts of Karkh and Rusafa , while improving the urban landscape and the removal of the optical distortion, as well as increased aesthetic capital Baghdad.

"
