    [ltr]Oil Minister Jabbar Luaibi, said it was too early to say whether it should extend to OPEC production cuts and that Baghdad is ready to participate if the organization decided to extend the restrictions to supply the second half of the year.[/ltr]
    [ltr]Allaibi said during a conference of the energy sector in Houston, "It is too early to talk about any changes, it will depend on oil prices and stabilize the market."[/ltr]
