The launch of the third and final phase of the "population census"

The third and final phase of the population census has begun across the country and is scheduled to continue until December 10. Census employees will visit families that were not previously visited in the first phases. This phase will focus on the living characteristics of the population, while political and electoral observers have warned of a pivotal matter related to the current census, namely the possibility of an expected change to the map of the distribution of parliamentary seats and their number according to the census results, as the constitution has specified one seat and one member of parliament for every 100,000 people. The Ministry of Planning stated in a statement yesterday, Sunday, received by "Al-Sabah", that "the head of the General Authority for Statistics and Geographic Information Systems, Diaa Awad Kazim, announced the start of the third phase of the general population census, which will continue until the tenth of next month."
The statement added that "the field teams will visit all the families that the enumerators were unable to visit during the previous phase," noting that "the third phase includes identifying the living characteristics of the population, in the areas of health, housing, education, services, work and difficulties, and this data is of great importance for development, improving the level of services and directing the paths of service and development projects at the level of governorates, districts, sub-districts, villages and residential areas."
The statement added, "During this phase, the field teams will visit all families, including those that were not reached in the past two days, to complete all data."
Minister's speech
Meanwhile, Deputy Prime Minister, Minister of Planning, and Chairman of the Supreme Census Commission, Mohammed Ali Tamim, said: “When the government took the decision to conduct the population census in Iraq, it was fully aware of the importance of this development project, which has been absent for a long time, as the country has not witnessed a comprehensive development census for nearly four decades,” indicating that “implementing the census was not an easy matter, but it must be conducted in order to redraw the economic and social map, in a way that contributes to clarifying the reality of the situation in a correct and sound manner.”
Tamim added in a statement received by "Al-Sabah" that "the census will contribute to improving the standard of living, raising the pace of services, ensuring fair distribution of wealth, and directing the implementation of projects in a way that leads to achieving development in all governorates," noting that "the government, with all its components, has made exceptional efforts to ensure the implementation of the census in accordance with international standards, and in a way that ensures the achievement of social justice. These efforts had an effective impact on the success of the project and the achievement of the goals for which it came."
He continued: "On this occasion, in which we record the success of the population census, which is an advanced step, we confirm the extent of the government's commitment to its service and development program that it pledged to the Iraqi people."
He stressed that "at this great historical moment that Iraq is witnessing, represented by the implementation and success of this project, the Supreme Census Commission extends its sincere thanks and appreciation to the Iraqi people who confirmed, through their great stance, their awareness of the importance of this project. The broad response of our citizens and families was the basis for achieving success," appreciating "the supportive and backing stance of the Strategic Planning and Federal Service Committee."
Tamim thanked "all the state ministries, most notably the Ministry of Education, the Ministries of Electricity, Oil and Industry, and the rest of the agencies that prepared the field cadres," appreciating "the efforts of the field teams, from the governorate and district supervisors, the shop managers and their assistants, the researchers and enumerators, who spread throughout Iraq, like spots of light that illuminated the path to the future of Iraqis."
He added, "The Supreme Census Authority appreciates the distinguished role of the higher committees in all governorates headed by the governors. Their efforts and field follow-up played an important role in the success of the project," offering thanks to "the heads of the administrative units, including the district governor, district directors, and mukhtars."
The Minister of Planning appreciated "the distinguished role of the Supreme Security Committee for the Census and its sub-committees in the governorates, as well as the efforts of the security forces of all kinds, which succeeded in providing a calm and safe environment that contributed to the smooth and calm conduct of the census operations. He also thanked the General Authority for Statistics and Geographic Information Systems, its presidency, leadership cadres, and affiliates, at all levels in Baghdad and the governorates, who performed well and endured enormous pressures. They were worthy of the task, so they were successful. Appreciation goes to the staff of the Ministry of Planning, from undersecretaries, general managers, and affiliates, who provided great support, assistance, and follow-up to the population census project." He also expressed his deep appreciation for "the United Nations Mission in Iraq and the support it provided, represented by the United Nations Population Fund, as this support had an important impact on adopting international standards for conducting the census with high professionalism and reliability," praising "the great media effort of the media sector, and the great support provided by governmental and non-governmental media institutions, Iraqi journalists and media professionals, which contributed to raising awareness and defining the importance of the census for Iraq and Iraqis, present and future."
Parliament seats
In addition, observers have drawn attention to a pivotal point related to the relationship between the results of the 2024 general population census and the number of parliamentary seats, stressing that fundamental changes will appear on the map of the distribution of those seats.
The former head of the Electoral Commission, Adel Al-Lami, said in an interview with Al-Sabah: “Certainly the number of members of the House of Representatives must change according to the population of the Iraqi people, according to Article (49) first of the Constitution, which states the following: (The House of Representatives shall consist of a number of members at a rate of one seat for every one hundred thousand people of the population of Iraq, representing the entire Iraqi people, who shall be elected by direct secret general ballot, and the representation of all components of the people shall be taken into account).”
He explained that, "Based on the results of the census that was conducted on the 20th and 21st of this month, which is supposed to be conducted every 10 years, the number of members will be changed according to the constitutional article, and the number of members of the House of Representatives should remain constant after that until the results of the next census are issued, which is supposed to be implemented in 2034."
Component representation
For his part, Ali Mahdi Al-Araji, head of the “Orient Center for Strategic Studies and Information,” said in an interview with “Al-Sabah”: “There is no doubt that the population census represents an essential tool for redrawing the political map in Iraq, as demographic aspects closely intertwine with political dimensions, as the census results can bring about fundamental changes in the form of the distribution of parliamentary seats and provincial council seats as well.”
