    The oil and gas committee in the Basra Governorate Council described the investment project of the southernmost refinery in the governorate, which was referred with a petrochemical complex, as a vague project. There is no clear and precise information about the details.
     
    The Chairman of the Committee, Ali Shaddad Al-Fares, said in a press statement that "the project of the refinery of the Faw with a production capacity of 300 thousand barrels per day, which was referred to two Chinese companies by the Ministry of Oil, is a vague projects where is involved the South Refineries Company in Contract and signature which lack any information on the nature and investment of the project. "
     
    Al-Faris pointed out that "the Ministry of Oil and through its contract with the two companies invested in the project (Power Java and Narku Chinese) did not involve the local government in Basra and complete the procedures of the land allocated for the project and the processing of raw water and other fundamental approvals within investment controls within the province.
     
    Explaining that "the method of financing the project of the FAO refinery in the form of BOO without specifying the value of the capital allocated will give space for the investor to be able to take all of its equipment from the refinery and leave the land after the end of the investment period," stressing that "Basra and its government will lose the land area in the FAO to invest Anonymous ", he said.
     
    He added that "the project lacks clear conditions and controls in the contract, which must oblige the investor to employ local manpower and training young people and benefit from the local private visual sector and engage in its work."
     
    The knight demanded the Ministry of Oil that "be clear in their investments with the province of Basra in accordance with the Iraqi constitution and the law of the provinces that are not associated with the territory and otherwise will be challenged the project and not pass it in the current format described by the blurry fog.
     
    He also explained that "this type of investment will negatively affect the Iraqi citizen and optical specifically because the products issued by the refinery will depend on the global markets in determining the selling price."
     
    In a related context, the knight pointed out that "Chinese companies always rely on their Chinese cadres cheap, which miss the opportunity to maintain the use of human resources while ignoring the local labor."
     
    On January 27, 2018, the Ministry of Oil announced the transfer of the FAO refinery project, which includes a petrochemical complex, to two Chinese companies.
