    said a member of the Board of Trustees of the Extractive Industries Transparency Initiative in Iraq, Mohammad Rahim, said that the Council discussed at its meeting on Monday, the nature of therelationship between the ministries of oil and electricity after the accumulation of debt owed by thelast in favor of the oil. 
    Rahim said in his interview with "Economy News" that during the meeting it turned out that there is a big problem related to the accumulation of debts of the Ministry of Electricity for the Ministry of Oil, noting that the Ministry of Electricity was receiving oil derivatives from the company marketing the oil (Sumo) without payment of derivatives received. 
    He added that this contributed to the accumulation of debts of the Ministry of Electricity to 11 billion dollars, noting that the President of the Council, Oil Minister Thamer Ghadhban, following the relationship between the two ministries is uncomfortable and can not continue to have such debts.
    Al-Ghadhban stressed, according to Rahim, the need to reform the collection systems and amend the electricity charges and the provision of a law protects the classes of income and limited and high alike. 
    With regard to petrodollar benefits, a member of the Board of Trustees of the Transparency Initiative for Extractive Industries, that "the amounts received by the provinces in a year, it revolves on the next year, but the main problem is that the provincial councils did not provide investment projects of the allocations of the Petrodollar, .
    "The council discussed the Karbala refinery issue, which will be 150,000 barrels per day, at a cost of 4.5 billion dollars," Al Ghadhban explained, adding that the refinery will be managed by the Central Refinery Company and the ministry will participate in financing the refinery.
