         The House resumes its normal day to discuss the draft budget law with the continuation of the political differences and the District of Kurdistan Alliance and no decision yet by the united list until yesterday afternoon .
    This comes at a time explaining the procedures for the adoption of a legal expert from the general budget by Parliament.
    The Finance Committee of the House of Representatives had announced last week that the inclusion of the budget law on the agenda at today's meeting.

     Statement to Parliament received "morning ," a copy of it pointed out that " the agenda of the meeting includes the first reading of the draft general budget of the Federal Republic of Iraq for the fiscal year 2014 to vote on granting advance of the Independent High Commission for Elections and vote on a bill to exempt Iraqi and foreign companies implementing investment projects from taxes and fees     customs . "
    It also includes the agenda of the meeting " vote on the bill modulated and vote on the draft law of the Ministry of Health ."
    For his part , MP for the coalition of state law , Kamal Saadi that the atmosphere allow a hearing today in the case of the presence of the members are united who are undecided yet, noting that the budget would be passed by majority in the case of a quorum is required. Saadi said in a statement the " morning": that "     State of Law coalition will urge its members to attend today's meeting because he is strongly of the blocks , which called for the inclusion of the budget on the agenda , on the grounds it was an issue related to Bakot people and projects of the country, as we will urge other blocs to attend to complete the quorum . "
    He added that " in the event of the failure of the Council to convene a meeting today and read the budget first reading , it will remain outstanding, especially because we do not want to be there is public pressure and public in order to be passed ," he said, adding that the absences of the many National Alliance is disrupted quorum last session in case     attendance fully with Iraqi white could constitute a quorum .

    No decision

         It is said that the Kurdistan Alliance decided on Saturday , did not attend the parliament session on Sunday not to amend the law on the financial budget .
    On the other hand said the MP for the united Nora Albjara that mass has not made ​​up its mind until yesterday afternoon to attend today's meeting, has not been communicated to attend. Said Albjara "morning ": that " united unresolved position of entering today's session because of the failure to convene the special meeting for the Anbar , so     remained sticking to its position of non-entry sessions . "
    "The picture on the budget has not been completed yet , and whether there will be passing them without the Kurds or leave to the next session , or the disposal of government funds and violating the Constitution," as she put it , expressing regret what is happening because of the political differences that disrupted pass the budget .
    It is said that the parliamentary legal committee confirmed the legitimacy of the government to act on the budget with the delayed approval by the House of Representatives .
    She Albjara : that the "United does not have a dispute over the budget , but some of the notes to be handed over to the Finance Committee , but they want to be there is a solution that satisfies all parties."
    However, she stressed that "if the Kurds refused to approve , would be passed as passed in the last year."
    The federal government has sent the draft budget to the House of Representatives and stipulated where the Kurdistan region to export 400 000 barrels per day compared to the allocation of 17 percent of the fiscal budget , which was rejected by the province severely provoked a row with the center.

    Procedures for recognition of

         In the meantime, said legal expert Tareq Harb : "The rules of procedure of Parliament select a period not exceeding ten days to complete the enactment of the law ."

"
    He continued: "The session begins by asking the bill to the Council for a vote , in principle, be a majority vote and attendance If attendance was 180 members , the approval of 91 is sufficient and then the bill is read a preliminary reading on the same day in question ."
    He added by saying : "After the completion of the above is to postpone the meeting for a period of not less than two days ie to day 19 of the month for the second reading of the project that offers members their proposals started on the project ," noting that he " is to postpone the meeting for at least 4 days ie to     day 24 of this month , is taken as the opinion of the members in each article of the project, and then taken the view the whole project , if approved by a majority of those present , the procedures for the legislation is considered finished and the project turns into law. "
    He pointed out that war , "which provides notice that the rules of procedure of Parliament select a period not exceeding ten days to complete the enactment of the law ."
