    The Ministry of Labor and Social Affairs has witnessed a qualitative transition and a clear turn towards economic development since Dr. Bassem Abdel-Zaman assumed his duties as its minister.
    As the ministry used during the previous years to the traditional approach to obtain its financial resources through relying on its allocations within the general budget, however, Minister Basem Abdel-Zaman intentionally conducted a comprehensive study of the requirements for the economic advancement of the ministry and to find a strategy to enhance its development stance.
    So, from that study, ideas were put forward, including investing pension and guarantee fund funds for workers (which have remained for many years suffering recession and lack of investment due to mismanagement and suspicions of corruption previously) by security projects that guarantee the employment of working hands and contribute to increasing the fund’s funds provided that the fund’s capital is preserved, and in fact it has lost The Fund’s Board of Directors adopted this idea, and a committee was formed accordingly by the Fund’s Board of Directors to maximize the Ministry’s resources under the name “Investment Committee”, which studies the investment of funds in projects within the private sector.
    From this standpoint, the Investment Committee was able, since last April, to present (34) investment projects in the fields of industry, agriculture, housing and trade, (4) projects were chosen by the legally competent fund board on the approval of investment (service, housing, agricultural and industrial) after presenting it to a committee From economists to ascertain the extent of their profitability returns. And the extent of the seriousness of these projects, and then the consultative office of the Technical University was commissioned to explain the technical opinion of those projects, which supported entering into those projects.
    In an unprecedented relationship between the government and the House of Representatives, and because of its belief in the oversight role of the Council, the Minister of Labor agreed to inform the Parliamentary Work Committee of all the details of legal, administrative, and financial procedures before concluding contracts in a previous transparency that none of the ministries witnessed. In it, he assured that the committee was informed of all the priorities and the economic feasibility of projects.
    The committee expressed its recommendations after holding a series of meetings with investors directly that were taken by the ministry. The Parliamentary Labor Committee noted that these projects are a national economic renaissance that enhances the support of the national product and contributes to the employment of national labor from job seekers as well as its primary goal in the economic development of the ministry.     The Ministry regrets that some have deliberately attempted to stop or hinder the continuation of those projects that will contribute to the advancement of the Iraqi economy and provide job opportunities for large numbers of job seekers in addition to the availability of capabilities to increase the salaries of workers ’pensioners and start providing health insurance services and provide social services that they were deprived of during previous years On the pretext that there are no funds in the retirement and social security fund for workers, the Ministry requests verification of the information before it is released to the public so that the facts are not lost and the efforts of the benevolent are lost, and the ministry is fully prepared to put its holders before any regulatory authority.
    On the other hand, the head of the Disabled Welfare and Special Needs Authority in the Ministry of Labor and Social Affairs met Issam Abdel Latif with the representative of the International Disability Organization. The meeting dealt with the presentation of the achievements of the Commission for the previous years and activated it for the vocabulary of Law No. 38 of 2013 as it represents the official sponsor of persons with disabilities in Iraq as well as a presentation of the most prominent items of the integration policy plan proposed by the Minister of Labor.
    For his part, the representative of the International Organization of Persons with Disabilities appreciated the Ministry's efforts in its great cooperation to serve this group, indicating the necessity of direct coordination between the authority and the organization in the service of persons with disabilities, especially the establishment of a press in the Braille language concerned with the blind segment as a means that contributes to developing their capabilities and integrating them into society.
